would like to fill the below described vacant position for its Country Office
based in Kigali.
Position                      : Finance
Officer.
Reporting to             : Country
Manager
Location                    : Kigali, Rwanda.
A.   MAIN PURPOSE AND SCOPE
.The Finance
Officer is a senior role in Right To Play Rwanda (RTPR) and is responsible for
the overall maintenance and management of RTPL financial accounts and budgets,
both at county office and in Project Locations. 
The Finance Officer should ensure that spending occurs in accordance
with RTP Financial procedures
B.   MAJOR RESPONSIBILITIES
In Accordance with Right To Play (RTP) approved
policies and procedures, the employee:

Responsibility one:  Reporting
·         Prepare
monthly financial reports
·         Reconcile all
RTPR Cash and Bank Accounts
·         Make and
review entries into ACCPAC
·         Post entries
into ACCPAC
·         Review and
upload sub offices DELs into ACCPAC
·         Reconcile all
RTPR accounts and any variances on the Trial Balance
·         Prepare
Journal and Receipt  Vouchers for each
month
·         Prepare
monthly check list
·         Complete
Exchange rates calculations sheet
·         Prepare
monthly Bank reconciliation statements for all RTPR Bank accounts
·         Do database
dump and sent to RFM
·         Generate the
monthly financial reports from ACCPAC and circulate to CM and Programs

Responsibility two:
Accounting
·        
Ensure the payments for
goods and services rendered to RTPR adhere to RTPR standard operating
procedures.
·        
Supervise the Finance
Assistant in all accounting work (make entries into ACCPAC, raise vouchers
and write cheques
·        
Check every document to
ensure that every transaction is in line with the budget and also in line
with RTPR policy and procedure
·        
Strictly follow the
Authorization level policy by making sure that every payment request is
approved by the correct authorities (Country Office
( CO), Regional Office ( RO) or Headquarter (HQ)) before any
transaction is carried out
·        
Ensure that each
transaction from the field is properly approved by the correct authority and
supported with the appropriate documentations.

Responsibility three:
Review and Analysis
  • Generate
    Financial reports at anytime to see in advance our financial status and
    review the Budget V Actual
  • Monitor
    and compare monthly financial reports from the CO to that of the RO/HQ
    and pick out any inter-country transactions
  • Monitor
    Grant Agreement/Activity Plans and budgets to the actual situation of
    the projects
  • Do
    monthly analysis of Budgets V Actual for all projects and present to
    CM/PM and Programs
  • Review
    the DELs submitted by field offices at the end of each month to ensure
    that all expenses are in line with the budget
  • Compare
    the financial documents to the DELs submitted to ensure that all
    expenses are supported by proper invoices/receipts
  • Actively
    monitor the accounts Codes that expenses are charged to.

Responsibility four :  Financing
·        
Ensure that funds are
available in all the bank accounts for smooth monthly operations of programs
and administrative activities
·        
Assist CM in preparation of
budgets for CO and forthcoming projects
·        
Review monthly projections
of cash requirements by the projects and CO and ensure that it is in line
with the budget before sending request for transfer to funds to RO/HQ
·        
Monitor project expenses on
a monthly basis against projections and ensure that expenses are in line the
approved budget
·        
Ensure that each
transaction from the field is properly approved by the correct authority
·        
Monitor bank balances by
posting expenses to ACCPAC on a regular basis
·        
Monitor the organisation’s
liability and recover all debt owed to it
·        
Participate in yearly
budget planning and review meeting/processes

Responsibility four
: 
Administration
  • Provide
    oversight and support to Administration, Logistics and Programs
    departments in abiding to RTPR Management procedure of fund,
    procurement, goods and assets
  • To
    provide guidance and support to Program Teams in planning or and
    monitoring spending
  • Prepare
    monthly payroll for staff and ensure that all statutory deductions are
    calculated in accordance with the GORlabour Law
  • Ensure
    that Income Tax/PAYE and other legal contributions are deducted from
    staff salaries on a monthly basis and are paid to the GOR before the due
    date
  • Ensure
    the completeness and confidentiality of employee personal data at all
    times
  • Ensure
    all financial documents are couriered to the RO on monthly basis
  • In
    coordination with Logistics department, monitor the Fixed Assets
    register and Stores management.
  • Monitor
    the vehicle log book and fuel reconciliation sheets from logistics
  • Consistently
    identifies and anticipates financial issues and brings them to the
    attention of the project leaders and or CM.

  • Ensure
    ongoing coordination/communication with field based finance staff as
    well as RO and HQ regarding finance issues of RTPR
  • Always
    online either by email, skype or phone with sub offices, RO and HQ to
    ensure a smooth financial operation
  • Always
    communicate with the bank to confirm bank balances, funds received or
    transferred

EDUCATION/TRAINING/CERTIFICATION:
Bachelor’s
degree in Business Administration, Accounting or Finance, Commerce
Professional
certification : ACCA, CAT, ICA, CIMA professional level
Knowledge of
EXCEL (Intermediate Level)
Knowledge of
accounting software.
