VACANCY NOTICE
1. BACKGROUND
Rwanda Environment Management Authority (REMA) received a grant from
Environment and Climate Change Fu
nd – FONERWA towards the implementation of the
vulnerable ecosystem recovery Programme (VERP)
The program aims to strengthen local and national capacity for climate
resilient management of islands ecosystems and wetlands ecosystems through
improved knowledge management systems and a reduced dependency of rural
communities on rain-fed agriculture by supporting diversification of
livelihoods to increase income security for vulnerable households and youth
living in the target areas.
The programme comprises three main components: (i)
Rehabilitating and protecting degraded and fragile ecosystems; (ii) Supporting
diversified and climate resilient livelihood opportunities for vulnerable households
especially women and youth; (iii) Knowledge management and communication of
lessons learned.
The program will operate in 10 islands and one wetland located in 4 Districts (Burera, Musanze,
Districts in the Northern Province and Rusizi District in the Western Province)
and one District in the Eastern Province (Bugesera).

Given the extent of the work to be carried out, Rwanda Environment Management
Authority (REMA) seeks to recruit two Field Environmentalists on a competitive
basis to support VERP Programme in implementing and coordinating the programme
activities at District level. He/she will therefore be based at Districts Level
and will report to VERP Sector Specialist.
2. DUTIES AND RESPONSABILITIES
Overall function of the assignment
She/he will work closely with Local Government and other technical staffs at
District level to ensure the programme activities are included in the District
Development Plan (DDP) and implemented according to the programme development
objectives. She/he will also mobilize subproject beneficiaries and identify
subprojects in collaboration with the Programme Monitoring and Evaluation
Specialist.
Specially, he/she has to:
- Work under direct management of VERP Manager and
coordination of the programme M&E to implement the district based
program activities according to agreed project framework and budgets;
- Provide technical expertise on grassroots
engagement, and work with people at the community level on livelihood
models, community planning, forest and agriculture development;
- Provide technical inputs to local stakeholders in
regards to livelihoods, climate change, rural development and community
development to ensure the quality of all operations related to VERP
implementation strategies in the areas;
- Facilitate community based activities and support
the work of local partners in project implementation, particularly to take
an active role in capacity building.
- Conduct regular field visits to implement and
monitor component activities and in collecting monitoring data in
accordance with the component monitoring and evaluation plan;
- Document methods, good practices, experiences and
results from the District and partners and provide inputs on project
information and documentation VERP program;
- Submit Weekly, monthly ,quarterly and annual
project work plans in consultation with program Manager and VERP team,
Reports on project activities as net planned project schedule (Weekly,
monthly, quarterly, midterm, annual and at project completion);
- Perform other related work as required.
Qualification and competencies required
- Have a Bachelor’s degree in rural development,
environment science, agriculture, civil engineering and environmental
technology or relevant subjects,
- At least two years’ experience working in
environment, in rural development and community development work;
- Excellent communication skills in English and
Kinyarwanda; French language skills would be a definite advantage;
- Experience and skills in building good working
relationship with local partners;
- Experience working in remote communities and good
cultural, cross-cultural knowledge and interpersonal skills;
- Good facilitation skills and experience in
participatory approaches and community empowerment;
- Good reporting skills;
- Ability to work independently under minimal
supervision as well as in a team;
- Good computer skills, especially using Microsoft
Office Suite, or project management software’s
- Experience in a similar position and previous
experience of working for government organization will be considered an
advantage.
3. Duration of the assignment
While the initial contract is full-time for the
duration of one year, a contract extension is possible and will be based on
performance.
