The objectives of the Senior Advisor for Transition Projects are to provide senior advisory technical assistance through various capacity building and coaching strategies to support the effective transition of the Care and Treatment section senior management to a locally employed staff (LES) persons. The position will provide senior level technical assistance/advisory support to provide relevant institutional knowledge, history and perspectives, as needed, to the Country Director and Associate Director of Programs to enable them to expertly manage the Care and Treatment section transition.
Duties and Responsibilities:
• Assist relevant senior managers, technical advisors and/or team leads of specific program areas to identify and develop the necessary skill sets to completely take over responsibilities that are not easily taken on without specific historical knowledge, perspective and problem-solving skills that need to be developed with the assistance of the Transition Projects Consultant.
• Assist the Advisor: Global Fund to identify and develop the necessary Global Fund-related skill sets to effectively assist the USG in maximizing the impact of the Global Fund in Tanzania.
• Support the Care and Treatment program’s needs for strategic information to increase treatment coverage by 50% across PEPFAR programs.
• Provide technical assistance in measuring the impact of efforts to maximize program efficiency and coverage without degrading quality and assist with the development and refinement of economic modeling.
• Support the Country Director and PEPFAR Coordinator in the transition of the interagency Advisor: Global Fund position to a staff person with adequate administrative and organizational development skills.
Key Qualifications:
• Graduation from an accredited university with a medical degree from an accredited medical school.
• Five or more years of PEPFAR field experience required. Non-HIV international health systems and clinical experience preferred.
• Demonstrated previous experience managing the organization’s Tanzania HIV Care and Treatment Program and supporting the USG interagency team with respect to the Global Fund strongly preferred.
• Excellent time and project management skills.
• Level IV English proficiency required.
• Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
• Level I Kiswahili proficiency (preferred ).
• Willingness and ability to work approximately 50% time.
• Willingness and ability to be located in Tanzania strongly preferred.
