The objective of the Advisor: Human Capacity Development position is to provide support to the Institutional and Human Capacity Development (IHCD) supervisor and team members. The Advisor will collaborate on activities, provide consultation, and provide technical assistance and guidance to partner organizations in order to improve the human capacity of health care workers and public health service providers.
Duties and Responsibilities:
• Provide high quality technical assistance and advice to and PEPFAR management teams on all issues impacting human capacity development (HCD) and health system strengthening (HSS).
• Provide technical assistance and advice to immediate supervisor and to the Tanzania management team on Human Capacity Development.
• In consultation and collaboration with PEPFAR Tanzania, collaborating agencies, host country counterparts, and other stakeholders, assists in the formulation of a United States Government (USG) health systems strengthening strategy and other related activities.
• Contribute to the development of new activities, drafting technical materials for management review in support of new funding opportunity announcements.
• Serve as Tanzania’s point-of-contact for technical issues related to HSS/HCD. Provides technical assistance to Tanzania implementing partners and to the Government of Tanzania with particular focus on serving as the liaison between care and treatment partners and HSS/HCD.
• Under the direction of immediate supervisor and/or the Associate Director for Program, provides guidance to HSS/HCD staff by providing support to develop staff skills and knowledge; ensure consistent quality of work; and facilitate success whenever possible.
• Reviews and provides comments to Project Officers on all technical requests supporting HSS/HCD activities, including quarterly reports, site visit summaries, annual progress reports and Country Operational Plans.
• Prepares for, conducts, and actively contributes to site visits of and other partners in Tanzania.
• Provides technical assistance to Tanzania management relating to all aspects surrounding high level visits (including preparing memos, agendas, notes, proposals, presentations, and other relevant documents).
• Assist immediate supervisor and team members with HCD program management and coordination activities as needed and attends appropriate inter-agency working group meetings as directed by the HSS Chief and Tanzania management staff.
• Provide mentorship and support to strengthen Tanzania’s efforts to build the capacity of Tanzania staff on HCD and HSS activities.
Key Qualifications:
• Graduation from an accredited university with a Master’s Degree in Public Health, Epidemiology, Statistics or closely related field of study.
• At least three years of experience, preferably in an international setting, with progressive. responsibility in health systems strengthening and human capacity development.
• At least three years of experience working with PEPFAR programs (desirable).
• Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
• Prior experience working in Tanzania (preferred).
• Excellent time and project management skills.
• Level IV English proficiency required.
• Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
• Level I Kiswahili proficiency (preferred).
• Willingness and ability to work full-time and to be located in Tanzania strongly preferred.
