seeks dynamic, entrepreneurial candidates with an interest in private sector
approaches to development for the position of Finance Manager & Technical
Advisor (FMTA) based in Rwanda, a country with star-performing PEPFAR, PMI and
Global Fund portfolios, and significant demonstrated Government-led

improvements in health. PSI Rwanda is a complex and energetic team assisting
the newly formed Society for Family Health (SFH) Rwanda social marketing NGO on
improving & implementing social marketing and behavior change
communications programs in HIV/AIDS prevention, malaria prevention and control,
family planning, and safe water. The annual platform budget of approximately $2
million includes project support from CDC, DOD, and the Global Fund, and
provides sub awards to SFH and other local entities to implement social
marketing interventions. PSI Rwanda also has a USAID funded sub award with SFH
Rwanda to provide technical assistance on Finance, operations and social
marketing. The PSI/Rwanda FMTA will be responsible for managing direct awards
from donors and the sub awards with SFHI Rwanda and providing strategic
financial capacity building and compliance. S/he will oversee financial management
of all donor awards and sub awards for PSI Rwanda while cultivating senior
Rwandan staff in SFH Rwanda to effectively manage the finance, risk, and budget
management of SFH Rwanda as well as guiding them on donor compliance. The
Finance Manager & Technical Advisor reports to the Country Representative
until June 2013 and after that directly to the Senior Deputy Regional Director
of East Africa who is based in Nairobi, Kenya.

RESPONSIBILITIES
The Finance Manager
& Technical Advisor will be responsible for the overall financial,
management of PSI Rwanda funding awards and sub awards ensuring donor
compliance on all financial management systems. The position also requires
meeting annual capacity building deliverables in finance, risk, and budget
management and donor compliance of the SFH Rwanda senior managers. This
includes, but is not limited to:
  • Direct
    management of PSI Rwanda financial, budget, and risk plans and ensuring
    donor financial and procurement compliance with all sub awardees;
  • Financial
    and other reporting as required by the Government, donors and
    PSI/Washington;
  • Ensure
    SFH Rwanda and other sub award partners comply with field office and donor
    operational policies and procedures.
  • Capacity
    building and coaching of the SFH Rwanda Executive Director and senior
    management team on financial, risk, and budget management and setting up
    of compliance systems;
  • Excellent
    external relations with donor, Government, sub-award partners, civil
    society, and commercial entities;
  • In-country
    personnel recruitment, training, and supervision;
  • Improving
    SFH Rwanda’s ability to track and maintain distribution systems, sales
    figures, and institutional M&E data;
  • Maintaining
    institutional registration requirements for PSI Rwanda;
QUALIFICATIONS:
  • Proven
    experience in significant financial, risk and budget management experience
    and proven ability to build capacity of staff in these areas,
  • At
    least five years management experience in a developing country;
  • Relevant
    post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience;
  • Experience
    with capacity building a must;
  • Knowledge
    of international development and health issues;
  • Proven
    experience in managing USAID, GF, UNICEF, UNFPA, and KfW funding policies
    regulations and compliance requirements. ;
  • Bilingual
    English and French communication skills preferred but not required
The
successful candidate will be an excellent finance manager with outstanding
demonstrated donor funding management skills, and a natural tendency towards
capacity building and facilitation. S/he will be a financial analyst with
attention to detail and financial compliance, and will have: excellent
communication, analytical, organizational, interpersonal and cross-cultural
skills; a strong interest in private sector approaches to development; and
proven ability to produce results. Preference will be given to candidates with
demonstrated financial management and experience in building capacity of local
staff.
