PROGRAM BACKGROUND:
Health
Centers as a Sustainable Safe Water Source and Community WASH Impact is
a 3-year initiative to equip 10 health centers in rural Rwanda with large
volume water purification systems to supply the health center and the
surrounding community with safe water. Water is provided to the community
via a kiosk at the health center. The initiative incorporates capacity
building, training, social marketing and promotion, monitoring and evaluation,
and business support to promote sustained provision of safe water for drinking
and good hygiene practices. The initiative is sponsored by the General
Electric Foundation and the Rwanda Ministry of Health, and implemented in
coordination with GE Company Power & Water, the Center for Global Safe
Water at Emory University, The Access Project Rwanda, and Assist
International.
JOB
DESCRIPTION: The Program Coordinator, based at The Access Project in
Kigali, and spending up to 70% of their time in the field in Bugesera and
Musanze Districts, will work directly with Rwanda- and USA-based staff and
partners to support district and sector level authority to manage and operate
kiosks selling purified water. The
Program Coordinator will use a specialized knowledge of and experience with
business management and public policy to:
- Contribute
to development of water kiosk operation model including cost model,
business operation plan, financial management at health center, and
accountability at sector and district authority. - Assist
in management of brand and social marketing campaign. - Plan
and facilitate regular stakeholders meetings for community, health center,
sector and district authority. - Train
and support health centers in kiosk operation, advise health center staff. - Contribute
to development of monitoring and evaluation of kiosk performance. - Facilitate
monitoring of drinking water quality in Bugesera and Musanze district
health facilities by environmental health officers and testing of water
samples at district hospital laboratory, presentation of water quality
results to district and sector authority.
REQUIREMENTS: (i) a
minimum five years experience working in public and private sector in Rwanda,
(ii) a degree in business administration, finance, public policy, or another
relevant field. Experience in sector level governance strongly preferred.
Experience in business operations management strongly preferred.
Experience in water, sanitation and hygiene sector preferred but not
required.

GROWTH: Based on performance, the Project Coordinator will have opportunity
for: promotion to management responsibilities with program; co-authorship of
articles in peer-reviewed scientific journals; project coordination/project
management opportunities with future Access Project and Emory University
projects in Rwanda; and travel for conference presentations.
POST: February 2013,
3-month trial hire into 20-month contract. Salary will be commensurate with
experience.
