Title: Quality Officer
PharmAccess
PharmAccess is a fast-growing, international, not-for-profit organization of
Dutch oltigin, which aims to improve access to affordable quality health care
in Africa. PharmAccess strives to fulfill this mission through public-private
partnerships with local organizations and through an output-based approach.
Pharm ccess is currently implementing SafeCare program which supports health
facilities to improve quality of health services in a stepwise manner based on
international standards. SafeCare is a cross cutting program and is implemented
in close collaboration with two other PharmAccess health financing projects;
the Medical Credit Fund and Health Insurance Fund.
On behalf of the U.s. Agency for International Development (USAID) PharmAccess
assists the Tanzanian Police, Prison and Immigration forces in the
implementation of a comprehensive response to the threat of HIV / AIDS to their
workforce and surrounding communities. A similar program is provided on behalf
of the U.s. Department of Defense (DoD) to the Tanzanian People’s Defence Force
(TPDF). SafeCare is also being implemented in these two programs.
Responsible to:Program Director Tanzania SafeCare
Core Responsibility:
Core responsibilities of the successful candidate will be to carry out
assessment of quality of healthcare services, identifying improvement
opportunities and providing technical support to facilities under the program
to achieve a higher level of certification.
Specific Responsibilities
Assist in the selection of health facilities for the SafeCare programs
Conduct bi-annual Situational Analyses of the facilities, capture and review
the data
Carrying out SafeCare Assessments; SafeCare Entry Assessment and Certification
Assessment, including capturing and reviewing the assessment data and reporting
Support the development of quality improvement plans for the health facilities
Regular monitoring of progress towards achieving the planned activities and
providing technical support to facilities
Participate in the provision of quality training and technical assistance to
facilities and Technical Assistance partners
Required qualification, knowledge and skills
Degree / Advanced Diploma in Medical field e.g. Medicine, Nursing, Laboratory,
Pharmacy or any related science from a recognized institution. Additional
training in quality management will be an added advantage
Minimum of 2 years field experience in direct health service delivery.
Computer literacy including use of Microsoft office suite, databases and web
applications Demonstrated skills on the concepts of quality improvement
approaches in health care
Proven planning and coordination skills
Capable of interacting professionally and constructively with facility managers
clinic staff and others
Excellent interpersonal and team-building skills, ability to work effectively
with different levels of professional cadres
Accurate and precise worker, with an eye for detail
Excellent written and verbal communication skills in English and Kiswahili
Capable of thinking and working analytically and strategically
Display a commitment for health development
Self driven, initiative taking professionalism is an asset for this position
Ability and willingness to travel covering all regions of Tanzania

workweek of 40 hours, a collective health insurance and offers 25 leave days a
year based on a fulltime employment agreement.
