Department Overview:

Pact seeks an Early
Childhood Education Manager for the proposed USAID-funded five-year Rwanda
Improved Services for Vulnerable Populations (ISVP) Activity to improve and
sustain the health and social wellbeing of Orphans and Vulnerable Children
(OVC) and People Living with HIV/AIDS (PLHIV), their households, and
communities in Rwanda. This position is contingent upon award.

Position Purpose:

Reporting to the
Deputy Chief of Party, the Early Childhood Education Manager will be
responsible for activities relating to:

• Developing
alternative community child care and development interventions

• Opportunities to
enhance the capacity of communities and local service providers to sustain ECD
services for children and vulnerable families through the injection of
additional ECD knowledge, skills and activities into health centers, child
protection committees, and other relevant groups

• Supporting
community ECD centers

• Develop strong
linkages with child protection services

• Developing an
intervention package for promoting access to ECD, particularly for vulnerable
families or those with vulnerable children including child-headed households,
young mothers, mothers and children coming through PMTCT, mothers receiving VUP
support, widows caring for many children, families with inadequate adult
supervision for young children, children of sex workers, disabled children, and
children with identified developmental delays

• Developing strong
linkages with child protection services

• Sensitization of
community leaders, parents and future parents on the importance of ECD and
protection of children

• Facilitate Home
Visits by well trained and supervised community level staff

• Increase number of
parent/caregiver support and education groups

Key
Responsibilities:

• Coordinate
technical activities and provide direction, feedback and support to ensure
success; as applicable, supervise a local program team in their day-to-day
operations.

• Provide input into
and assure that all donor reporting requirements on program impact are met

• Ensure high
quality program delivery and the cost-effective use of Pact and USAID resources

• Ensure provision
of management support and technical assistance to grantees on program design,
budget/work plan development, and M&E planning.

• Provide regular
written/oral program progress updates, as requested.

• Perform any other
relevant duties as assigned by the DCOP.

Basic Requirements:

• Three to five
years of experience with ECD and general education activities is required;

• Demonstrated
ability to establish and sustain professional relationships with civil society
organizations and host country government counterparts

Preferred
Qualifications:

• A Bachelor’s
degree or higher training in education, public health, or in a closely related
field is preferred

• Three to five
years in a technical leadership/management role with direct supervision of
professional staff preferred;

• Experience
interacting with government, international organizations, donors, other
bilateral donor and civil society representatives, and senior level government officials;

• At least three
years of experience working with USG cooperative agreements or contracts in
senior program management capacity preferred

• Excellent
communicator with demonstrated experience in communicating complex processes to
diverse stakeholders, including government officials at the national,
provincial and district levels, service orientated NGOs, civil society
organizations, donors, etc.
