world. While this affects everyone, it is women and girls who face the most
discrimination because of gender inequality. This is a key driver of poverty
and a fundamental denial of women’s rights. Women form the majority of those
living in poverty. They have fewer resources, less power and less influence in
decision making when compared to men. They are exposed to various forms of
violence and exploitation and experience further inequality because of their
ethnicity, age, race, class, marital status, sexual orientation and
(dis)ability. Oxfam believe that transforming gender and power relations, and
the structures, norms and values that underpin them, is critical to ending
poverty and challenging inequality. We believe that women taking control and
taking collective action are the most important driver of sustained

responsibilities

- Coordinate
the existing project portfolio in the country; making direct visits and
working with other staff, local partners and constituent communities in
planning, implementing and tracking progress against plans and milestones; - Provide
thematic leadership and direction to the projects and ensure that targets
and objectivesare achieved in line with project proposals, donor rules and
regulations and guidelines;
- Plan
and oversee the lobby and advocacy components of the Oxfam’s women’s’
rights programme with partners, including through outreach to
(international) stakeholders and ensure linkages and synergies with global
campaigns; - Build
pro-active and positive relationships with donors, government officials
and academia to promote the Women’s Rights including voice, participation,
economic and leadership work of Oxfam. - Identify
opportunities and resources to grow the portfolio and its impact and be
involved in the development of new proposals for donor funding as well as
establish excellent working relationships with Oxfam Partner affiliates
who invest or plan to invest in Rwanda.
- Manage
the budget for Women’s Rights including voice, participation, economic and
leadership projects including overseeing Oxfam’s systems (i.e. OPAL) and
liaising with finance teams to meet Oxfam standards. - Provide
overall substantive and strategic guidance and operational management of
Women’s Rights including voice, participation, economic and leadership
including planning, approval, implementation, monitoring, evaluation and
reporting. - Develop,
implement and review quarterly/annual work programmes and project
activities that contribute to achievement of programme outcomes at
thematic and project level, in association with relevant partners,
enterprise and other stakeholders.
Required
Technical skills, knowledge and Experience:
Technical skills, knowledge and Experience:
- Master’s
degree in relevant field i.e. Gender development studies, International
Development, Social Work, Public Health. - Minimum
five years of experience in delivering similar health, women’s rights,
Claim Sexual & Reproductive Health Rights (CRHR) in Rwanda, gender
equality, women empowerment, including working in contexts of addressing
VAWG and SGBV issues. - Demonstrated
strong analytical and writing skills and expertise in providing
compassionate care to SGBV victims in community settings. - Ability
to contribute to the development of programme policy and quality policy
brief papers to enhance the impact of SRHR services and women’s rights
work. - Demonstrate
experience with project management (the entire project cycle from concept
to closure/exit) and capacity to monitor implementation of project
activities. - Demonstrate
experiencein campaigning, advocacy and influencing work, ideally with
experience in women’s rights issues, including ending CGBV and VAWG. - Good
communication and interpersonal skills, together with the capacity to
remain calm under pressure and not lose sight of strategic priorities. - Ability
to coordinate project activities and multi-task under pressure and to
deadlines. - Initiative,
sound judgment and demonstrated ability to work harmoniously with staff
members from different national and cultural backgrounds. - English,
French and Kinyarwanda proficiency strongly preferred.
