COMPLIANCE OFFICER (TCO)
COMPLIANCE OFFICER (TCO)
An honest, proactive, self-driven,
flexible, innovative Training and Compliance Officer. The applicant must be
fluent in Kinyarwanda and English. Fluency in French – although not a
prerequisite – will be an advantage. A detailed working knowledge of electronic
devices is also a prerequisite as OFH electronic medical record and
admin/finance systems has to be imbedded in every franchise outlet. Post holder
will organize and execute all initial and ongoing training in the OFH system –
including the electronic platform – so as to enable OFH franchisees and their
staff, to operate OFH Health Posts according to OFH brand, system and Ministry
of Health standards. You will improve, enforce and closely monitor
quality in the OFH health posts network and maintain meticulous records to
ensure follow up and closure of issues. You will be an excellent
corroborator with all partners such as MOH, Partner NGOs, regulators and the
Districts. You will solicit opportunities for health care related training for
franchisees and OFH staff. You will work closely with District and RSSB
Inspection Teams to ensure transparency, compliance and consistency within the
system.

Responsibilities
- Scheduling
organizing and executing initial training, refresher courses for New and
existing Franchisees and Technical Representative - Establishing,
updating, enforcing standards documented in the OFH unit
operating manuals including guidelines on diagnosis, treatment, drug
handling, marketing, record keeping, customer service, pricing, inventory
management, outreach activities, look and feel, signage, HP layout, menu,
and all other OFH standards. This will include—but not be limited
to—attachment of new and underperforming franchisees and health post operators
to existing OFH Health Posts. - Proactively
identifying, organizing and executing continuing education/training for
OFH franchisees and health post operators to ensure the OFH brand and
community of franchisees stay ahead of the curve. - Systematic
as well as random auditing of systems and processes and adherence to
standard operating procedures by franchisees, health post operators, and
field staff to ensure compliance, as well as of drug quality at OFH Health
Posts. - Updating
and alignment of standard treatment guidelines with MOH protocol
Essential Qualifications and
Competencies:
Competencies:
- Bachelor
degree or above, Rwanda Registered Community Health Nurse, or Rwanda
Registered Nurse, or BSc Clinical Services, with specialized training in
either HIV & AIDS or PMTCT, IMCI related training - MOH
Trainer Of Trainer Certified - Over
10 years’ progressive experience in public health
administration/management and provision of clinical services (at DPHN
level or equivalent) - Valid
Class B driver’s License - Authoritative
with very good oral and written communication skills in English
Kinyarwanda and French languages. - Computer
Literate experience with MS Office and agility with Google and mobile
phone Applications - Training
in Project Management, an added advantage - Training
in Health Care Management, an added advantage
