A.BACKGROUND
The National University of Rwanda (NUR) is a Higher Learning Institution which was established on 3rd November, 1963. Its mission is focused to the high quality multi-disciplinary knowledge and skills, relevant research and effective community service based on community needs. Considering the value of Service to the People, NUR authorities put in place in February 2010 the Directorate of Extension and Community Service which should address community service challenges and make NUR more visible at the local and national level by solving effectively community development problems. That is why NUR needs appropriate Community Service Policy and Strategic Plan for its contribution to improve the quality of life in Rwanda.
B.SCOPE OF WORK
The task will include the following activities:
1. Proposing an overall methodology and research instruments.
2. Carrying out a Baseline Survey centered on the general and specific sense of Community Service and Community Development concepts.
3. Designing data collection tools to study in the national context the Community Service and Community Development issues.
4. Do data analysis and write the survey report presenting all the dimensions of a sustainable NUR Community Service Policy and Strategic Plan.
5. Holding discussions with various representative members of all NUR Units.
6. Basing on the above criteria, the consultant will draft NUR Community Service Policy and Strategic Plan including the mechanisms of effective implementation process of these mentioned policy and plan with a significant Organizational Structure of the Directorate of Extension and Community Service and Job Description presenting duties and responsibilities for the staff.
7. The Consultant will propose relevant NUR Community Service Action Plan and its monitoring and evaluation strategies. 8. Organize a Stakeholder’s Workshop to validate the consultancy report and submit a final report entitled “NUR Community Service Policy and Strategic Plan”.
C.APPLICATION REQUIREMENTS

1. Motivation letter with a brief CV. 2. A narrative description of how the consultant will carry out the task. 3. A detailed costing of the consultancy.
