NATIONAL SCIENCE AND TECHENOLOGY COMMISSION
(NSTC)- RWANDA
The national Science Technology Commission (NSTC)
will have the core mandate of providing informed policy recommendation s and
advices to Rwanda Government on issues pertaining to the development of
science, technology, and innovation, with focus on human capacity building
strategies in order to ensure the achievement of a competitive and
sustainable socio-economic development.
In the framework of SNTC opera ionization, the
office of the prime minister is seeking highly qualified and motivated
candidates to fill the following open job positions

I. INNOVATION AND TECHNOLOGY SKILLS TRANSFER
ANALYST
Job Title:
Innovation and Technology Skills Transfer Analyst
Main Purpose of job
Coordination of national innovation and
technology skills transfer with quality assurance in the areas of science,
technology and innovation.
Job Requirements, qualifications, experience, and
personal attitudes
  • At least a Master’s Degree or Equivalent in
    Applied Science, Physics, Chemistry and Biomedical Engineering,
    Pharmacy, Environmental Science, Electrical Engineering, Mechanical
    Engineering, Oils and Gas Technologies, Biotechnology, Biology,
    Industrial Processing Engineering, Industrial Economics. Computing and
    Information Theory, Applied Mathematics, Econometrics, Biostatistics,
    Operational Research, or any other relevant field, with 2 years of
    experience
  • Proven additional experience in areas such
    as skills and capacity development and planning, human resources
    management, as well as business process engineering is preferred
  • Additional knowledge in ISO Certification
    System, Total Quality Management (TQM), LEAN management, sustainable
    development program planning, as well business process engineering is
    also preferred
  • Strong analytical and leadership skills with
    the ability to conduct meeting and work in group are needed
  • Proficiency in written and spoken English is
    required
II. SKILLS DATABASE AND KNOWLEDGE MANAGEMENT
ANALYST
Job Title: Skills
Database and knowledge analyst
Main purpose of the job
Establish and manage a national science,
technology and innovation skills database and knowledge management system
Job Requirements, qualifications, experience, and
personal attitudes
  • At least a Master’s in quantitative field
    preferred; computing and information /knowledge system  management
    and theory, applied statistics, applied mathematics, econometrics,
    biostatistics operational research, or industrial/electric engineering  with
    advanced knowledge in mathematical modeling and simulation, with a
    minimum of 2 years of practical experience and post-academic studies
    project experience.
  • Proven knowledge in database design
    management, data processing and analysis methodologies, including data
    mining and knowledge management systems for decision making support are
    required.
  • Additional experience in using standard and
    advanced monitoring and evaluation tools, as well as in business process
    engineering are preferred.
  • Proficient knowledge in using information
    technology tools such as data processing and knowledge management tools
    as well as Microsoft Office suites is needed.
  • Strong analytical and leadership skills with
    the ability to conduct meeting and work in group are needed.
  • Proficient in both written and spoken
    English is required.
III. BUDGET AND PLANNING SPECIALIST
Job Title: Budget
and Planning Specialist
Main purpose of job
Coordinate and follow up the planning and
budgeting of NSTC activities
Job Requirements, qualifications, experience, and
personal attitudes
  • At least a bachelor degree in Accounting,
    Finance, Management, Economics or any other relevant field with at least
    2 years of working experience.
  • Proven experience in planning and budgeting
    are requested. Knowledge in using Financial Information Management tools
    is preferred.
  • Strong analytical and communications skills
    with the ability to conduct meeting and work in group are needed.
