Background
NAR’s core programs focus on 1) Governance and
Rights, 2) Peace-Building, 3) Social Economic Development and 4) Research,
Advocacy, Monitoring, and Evaluation with emphasis on youth through outreach
programs such as public speaking, essay writing competitions and youth
discussion forums. These programs use participatory approaches to foster
leadership skills that are developed and designed jointly with its partner
teams, stakeholders and beneficiaries. Communication is an essential element
and tool for each program. Communication is more effective when there is an
integral part of all our programs linked to the overall communications
strategy.

The NAR’s Communications Expert

General Position Summary
The Communication Expert (CE) is a member of the
kigali Office and the entire team in Rwanda. The CE will collaborate directly
with the different Program Directors, Project Coordinators and field Experts
with the Policy focal point being the Country Director. Overall, the CE Expert
has a collaborative and horizontal approach to program delivery and reporting.

Under the general supervision of the
Country director, the Communications Expert will be responsible for
implementing and coordinating a communications strategy for the running
programs. S/he will work with local partner organizations in the program
countries in Rwanda. The CE will also contribute to the development of an NAR
communications strategy, lead its operationalization and implementation at the
national level and ensure that program communication strategies are aligned
with NAR’s overall strategy. More broadly, the CE will serve as NAR’s focal
point regarding communication matters. Being a member of the NAR team, the CE
will collaborate with all program teams and partners, (particularly with the
running progams in Kigali) and the country Director.

Specific duties include:
- Lead the
development and implementation of media, dissemination and outreach
strategies for all the running NAR Progams in Rwanda with the
communication focal points of the respective program partners and under
the guidance and close collaboration with the NAR’s respective program
teams;
- Provide day-to-day
support and guidance to the communication focal points of the partners and
support them to develop and implement programme specific communications
strategies;
- Capture and
disseminate on a regular basis success stories to promote the programs and
highlight outcomes and impacts vis-à-vis external actors;
- Be the interlocutor
between the partner organizations’ communications focal points and the NAR
regional communication Team;
- Closely collaborate
with the program teams and management to ensure the production and
dissemination of media outputs that publicize the work (activities,
results achieved and impact) of the programs;
- Contribute to the
development and implementation of the NAR communications strategy and
ensure its operationalization and implementation in the office and to
support NAR media relations;
- Initiate and
support the development of production of communication tools for the
Kigali office and the regional Communications Team, including the public
NAR annual report, website, brochures, newsletters, social media, Journals
and other documents;
- Initiate and lead
dissemination, outreach and networking initiatives relevant to NAR
programs
- Initiate activities
that reach out to key actors in Rwanda, develop and apply appropriate
tools such as mailing lists, social media and others;
- Conduct media
monitoring for the programs in the Rwanda, in particular the respective
partner organizations, and on issues relevant for NAR’s peace-building
work in Rwanda; develop a system capturing the results of the media
monitoring and the media mentions;
- Assist
the program teams in the drafting
and production of reports and
other communications outputs with regards to content and layout; in
particular feed in communications aspects from the programmatic as well as
dissemination / outreach level;
- Contribute
to the review of strategies and action plans of the programs to ensure
that communications are appropriately captured and contribute to the
overall program outcomes and impact;
- Contribute
to communications capacity of the office staff and partner
organizations;
- Assist program
partners and their audio-visual teams on how to best utilize the
audio-visual productions to communicate about NAR’s work
and it’s achievements to selected audiences;
- Stay up
to date with latest communications trends and practice in the field of
peace-building and participatory interventions; inform the Country
Director of new findings relevant for NAR and its programs;
- Stay
abreast of the political, economic and social developments in the program
areas; - Provide
relevant additional support to the Country Director and program teams
called upon.
Requirements:
- Fluency
in English; French skills are highly desired;
- Master’s
Degree in communications, journalism, international relations or related
fields;
- At least
three years of experience working in communications and / or
journalism;
- Experience
in working with an international organization and peace-building field is highly
desired; - Proven
ability to contribute to the development of organizational communications
strategies;
- Ability
to write short, understandable and accurate summaries of complex
information while respecting context specific sensitivities;
- Ability
to handle sensitive materials confidentially; Respect for deadlines
- Field
experience in a conflict-affected or post-conflict country highly
desirable;
- Knowledge
of and commitment to the field of peace-building highly desirable;
- Experience
in the production of audio and video materials would be an
advantage;
- Ability to
work in a multicultural team environment as well as independently;
- Flexibility,
especially regarding working hours and short-notice availability;
- Evidence
of strategic and analytical thinking and proven ability to organize, plan
and prioritize work;
