The National Planning Authority (NPA) Senior Planner- Development Policy Job Vacancy in Uganda

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with Article 125 of the Constitution of the Republic of Uganda (1995). It is a Principal Statutory Agency responsible for management of National and Decentralized Development Planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the
country elaborated in terms of the perspective Vision, Long and Medium-term Plans. Following the review of the Strategic Plan and the Organization Structure, new positions have emerged. In this regard, the Authority is desirous of filling those positions.

JOB TITLE: SENIOR PLANNER- DEVELOPMENT POLICY (1 POSITION)
Reports to: Head, Economic and Strategic Planning

Main Function: This is a middle managerial position where the Senior Officer will be responsible for initiating and providing a wide range of analytical reports and policy analysis.

Specific Duties and Responsibilities
The Senior Officer will be responsible for;
Coordinating the Authority’s efforts to study and analyze National economic policies, plans and programs to establish their impact on the economy.
1. Liaising with Ministry of Finance, Planning and Economic Development, Office of the Prime Minister, Uganda Bureau of Statistics, Bank of Uganda and the Economic Policy Research Centre on matters concerning the measurement and monitoring of major economic and socio indicators as well as analyzing and documenting macro-economic trends of the economy.
2. Studying and analyzing the National medium-term recurrent and development budgets, with a view to advising on the rationale and cost-effectiveness of resource utilization.
3. Producing briefs, reports, reviews and other documentations on the state of the economy.
4. Analyzing trends of aid in-flows and utilization and advise on it’s effectiveness as well as implications.
5. Facilitating the production of NPA’s Ministerial policy statement/ Budget Framework paper, Strategic Plan (including its review) and Sector performance reports.
6. Facilitating the formulation of medium-term and long term plans and strategies for the country by coordinating and cooperating with the respective stakeholders.
7. Compiling and analyzing data as may be required for the department and the Authority in line with the Government’s National Development Ran.
8. In collaboration with the Macro department, providing quantitative techniques to formulate economic models that help to explain economic relationships that can be used to forecast the future and analyzing the impact of global economic trends on the micro level units in Uganda.
9. Giving technical assistance to the various departments of the Authority in regard to strategic planning functions.
10. Any other duties assigned by the Head of Department

Key outputs /Result Areas
1. Key relevant policy advisory and policy briefs produced.
2. Evaluation reports of key government policies and programs
3. Government policies for improving the public service delivery analyzed.
4. Contribute to the development of key government medium/long-term plans
5. Policy research in collaboration with the appropriate departments/ institutions undertaken.
6. Briefs, reviews and reports on state of the economy produced.

Requirement:
Person Specifications/Qualifications:
The applicants must have the following:
1. Holders of an Honors Degree in Economics, Quantitative Economics, Development Economics from a recognized University,
2. A Masters Degree in Economics, Quantitative Economics, Economic Policy and Planning or Development Economics from a recognized university.
3. Good knowledge of economic modeling techniques and econometrics is essential.
4. Worked for 5 years as an Economist or in, Government and/or development/research organization in a similar position and at least 3years of which must be at senior level in a reputable development/ research related institution/ organization.
5. Good analytical skills using econometric software such as STATA, SPSS are critical.
6. Good report writing skills.

Remuneration to all the above positions will be attractive and commensurate with the responsibilities attached to them.
