The National Law
Reform Commission intends to recruit qualified and competent candidates to fill
the following positions:
Legal expert
(3positions)
- Provide
professional legal advice and effective legal support; - Provide
legal direction and leadership within the Legal functionality and all
stakeholders on law reform in Rwanda - Deliver
professional services in the areas of Research, draft opinions and provide
general advice; - Be
active in the identification of legal law requiring reforms in Rwanda; - Participate
in the preparation and execution of legal officers trainings; - Prepare,
analyses, comment and interpret legal documents, - Timeous
and quality reporting for all management reports
Requirement
- Master´s
degree or Equivalent in law with at least 1 year of relevant working
experience; - AO in
Law with at least 3 years of relevant working experience - Must be
able to analyze and solve complex issues; - Must
have a balanced personality with excellent communication and interpersonal
skills; - Must be
able to work independently as well as part of a team - Fluent
in English/ French and Kinyarwanda; - Must
have relevant computer skills; - Excellent
analytical and organizational skills in Rwandan laws.
Internal
auditor (1 position)
Specific tasks:
- To work
with the management of the NLRC to ensure a system is in place which
ensures that all major risks are identified and analyzed, on an annual
basis; - To
plan, organize and carry out the internal audit function including the
preparation of an audit plan; - To
report to both the external audit mechanisms and the NLRC management on
the policies, programs and activities; - To
coordinate coverage with the external auditors and ensure that each party
well briefed on areas of concern - To make
recommendations on the systems and procedures being reviewed, report on
the findings and recommendations and monitor response and implementation; - To
conduct any reviews or tasks requested by the NLRC management; - To
provide the management with opinion on the internal controls
Requirement
- Master´s
or Equivalent in Public Finance, Accounting, Management Specializing in
accounting/ Finance Planning; - Bachelor´s
Degree in Public Finance, Accounting, Management Specializing in
accounting/ Finance with at least 2 year of relevant working experience; - A
knowledge of audit procedures in Rwandan context, including planning
techniques, test and methods involved in conducting internal audits; - A
knowledge of computerized accounting and audit record keeping systems; - An
ability to gather, analyze and evaluate facts and to prepare and present
concise oral and written reports
Planning and
M&E officer (1 position)
Specific Tasks
- Prepare
strategies and plans: Collect the data and evidence for elaboration of
policies, strategies and plans, establish the performance indicators of
programs and activities and ensure that the strategic plans are
result-oriented; - Consolidate
the plan: Ensure that all actions and budget of units of the Commission
are prepared in a timely manner and according to official standards; - Develop
guidelines and procedures to report on the implementation and impact of
budget execution and procurement plan; - Planning
& Support: Support the development, monitoring, implementation and
update of NLRC actions plan and consolidate NLRC quarterly and annually
report. - To
perform any other duties assigned to him/her in the institution.
Requirements
- Master´s
or equivalent in development studies, economics, statistics, Fanning,
management with at least one year working experience - Bachelor´s
degree in Business, Planning, Economics, Statistics, Management with at
least two relevant working experience; - Familiarity
and experience with government planning and evaluation processes and or
results based management would be an asset. - Language
Requirements: Written and oral proficiency in English is required.
Knowledge of the other official language is highly desirable; - Excellent
IT skills related to the work of Planning, Monitoring and Evaluation; - Familiarity
with results-based program planning and management,
Director of
Administration & Finance (1 Position)
Specific Tasks
- Supervise
human resource management, finance and logistics of the Commission. - Coordinate
the concept development of the sector policies and Strategies of the
Commission. - Coordinate
the drawing up of the budget of the Commission and monitor its
implementation. - Make a
performance assessment of the employees of the Commission and monitor its
implementation. - Work in
collaboration with officers in the unit to put into place mechanisms for
promoting the modernization of services8. Develop and maintain a
relationship with the ministry in charge of finance
Requirements
- Accounting
Professional; Qualification recognized by IFAC (ACCA,CPA) with 1 year
working experience - AO
Finance, Accounting, Management specialized in Finance/Accounting with 3
years working experience. - Familiarity
and experience with government planning and evaluation processes and or
results based management would be an asset. - Language
Requirements: Written and oral proficiency in English is required.
Knowledge of the other official language is highly desirable; - Excellent
IT skills related to the work
Librarian (1
Position)
Specific Tasks:
- Implement
policies and strategies set up by the commission with regards to
documentation. - Determine
the requirements of the documentation centre of the commission and submit
it to the concerned superior authorities. - Arrange
and keep books and writings of the commission using modern techniques. - Put in
place a daily program of activities of the centre in order to facilitate
public access to the documentation centre of the commission. - Create
partnerships with other libraries with a view to increasing the number of
book resources of the commission. - Facilitate
the commission to get valuable and necessary documentation. - Make a
copy for the visitors of the commission.
Requirements
- AO in Library
& Information Sciences; or Al in Library & Information Sciences.
or other relevant fields with at least 3 years of relevant working
experience - Language
Requirements: Written and oral proficiency in English is required.
Knowledge of the other official language is highly desirable; - Excellent
IT skills related to the work
