Project/Proposal Summary:
MSI seeks experienced judicial sector and police specialists for an upcoming, long-term, donor-sponsored project in Tanzania that will build the technical and institutional capacity in these two sectors so that law enforcement bodies are more accountable and transparent to the public, and better prepared to implement anti-corruption reform programs.

Please note that this is a local position. Only Tanzanian nationals are eligible to apply.

Responsibilities:
• Support the building of capacity of the police so that they are more accountable to the public — strengthening their complaints system, developing internal and external oversight bodies, improving management and supervision, strengthening systems for reporting to the public, etc.
• Also, working with NGOs, the media and academia regarding police accountability and transparency – strengthening advocacy, building on community policing approaches, increasing transparency of police, including civil society in police policy decisions, etc.
• Building institutional capacity in the judicial sector — improved case management and records management systems, improved accountability and transparency approaches (codes of conduct, disciplinary investigations of judges, public education campaigns on court procedures, an enhanced judiciary information office, improved judicial performance management systems, better training for judges and court personnel, publication of court statistics)
• Work with nongovernment organizations in judicial sector – train the mass media on legal issues, support NGO advocacy

Qualifications:
• Demonstrated technical expertise in the judicial and/or police sectors.
• Experience in planning for and implementing anti-corruption and good governance reform activities with governmental institutions.
• Prior experience on international donor-funded anti-corruption or government accountability projects preferred.
• Bachelors or Masters Degree in public administration, the social sciences or law.
• Fluency in written and spoken English is required.
