Job Information JOB TITLE: Monitoring and Evaluation officer

Duties and responsibilities
• Develop e effective project M&E plans and coordination of their implementation;
• Ensure that the results framework performance and impact indicators are defined and SMART (specific, Measurable, Achievable, Realistic and Time bound);
• Identify data sources for project performance (activity, output and outcome) and impact indicators, in conjunction with respective project teams;
• Utilize practical measurement method that is aligned with incentives for stakeholders’ participation and that enable the decision making on the project progression and development;
• Implement timely data collection: project base line and surveys (appropriate sample size and sampling surveys methods and data collection procedures, data verification through periodic sites visit and training).

Monitoring
• Monitoring agro-dealer performance through compiling data collected on a regular basis;
• Analyze data on agro-dealer performance;
• Develop a set of indicators and milestones which measure the progress being made in the policy process and that can serve as basis for assessing risk for private operators and investors;
• Collect program activity outcome data for monthly reporting and updating M&E program data.

EVALUATION
• In close cooperation with project team, identify key performance questions and parameters to determine the scope for evaluation of TORs;
• Draft/revise Terms of reference (TOR) for project evaluation, participate in consultant selection ,provide technical feedback;
• Provide inputs and analysis to support evaluation exercises and take the lead in reviewing evaluation reports.
• Develop action plans for follow up evaluation recommendations.

Required qualifications
Degree in development studies, Agricultural Economics, Business /public administration or other related field;
• Minimum six years for bachelors or two years for masters’ degree of relevant experience;
• Experience in monitoring and evaluation with interest in the analysis of agricultural and trade policy issues.
• Extensive experience in data collection (key stakeholder interviews, focus groups, surveys and secondary data analysis techniques) data management and data analysis skills, particularly experience in MS Access and SPSS or STATA;
• Excellent verbal and written communication skills in English and French.
