Ministry of Water and Environment Environmental Specialist Job Vacancy in Uganda

The Government of Uganda (GoU) has
received financing from the World Bank towards the implementation of the Water
Management and Development Project. The Project is being implemented by the
Ministry of Water and Environment and National Water & Sewerage Corporation
(NWSC). The Project entails two main components, one on Integrated Water
Resources Development and the other on Water Supply Development to urban
centres with a supporting third component implemented by Water and Environment
Sector and Liaison Department (WESLD)

involving project management and
coordination. The individual consultant is being sought to support overall
project implementation in the Directorate of Water Development (DWD),
Directorate of Water Resources Management (DWRM), Directorate of Environmental
Affairs (DEA), NWSC and WESLD. The Ministry of Water and Environment therefore
wishes to recruit individual consultant/personnel to provide technical support
for the project for duration of two years (renewable subject to satisfactory
performance) in the area(s) below:

Duration: Two years
Job Purpose

The objective of this role is to ensure
that the implementation of sub


projects /activities is in conformity with
the country environmental policies, law and World Bank (WB) safeguards policies.
Special attention shall be paid to risks that can occur when any facility
breaks down, offensive odours among others and mitigation measures during
construction. The Environmental Specialist will work with the Directorate of
Environment Affairs (Ministry of Water & Environment) staff to support all
the 3 components of the Water Management a Development Project (WMDP) team in
the planning and implementation of environment and social safeguards under the
project.

Key Results Areas
  • Review
    of documents and propose Environment Management Plans (EMPs) and
    Resettlement Action Plans (RAPs) before any WMDP field project activity
    begins.
  • Monitor
    and report on the overall compliance of project investments with
    environmental safeguards in accordance with the principles, procedures and
    processes laid down in the environmental safeguards frame work
  • Identify
    and mitigate risks throughout the WMDP project implementation.
  • Coordinate
    and supervise the conduct of any component/sub


    components project specific
    Environment & Social impact Assessments (ESIAs), including preparation
    of Terms of Reference tor such studies
  • Comment
    on preparation of site specific environmental management
  • Monitor
    plans, and support the supervision of EMP implementation
  • Follow
    up supervision mission comments and recommendations regarding
    environmental safeguards and undertake correction or recommended measures
    as necessary
  • Visit
    the Program sites as and when necessary to undertake field inspections and/or
    critical evaluation of actions needed to assure the safety of WMDP project
    field activities

Requirements
  • MSc
    in Environmental Sciences, Environmental Engineering and Environmental
    Policy or related fields with strong Water and Sanitation background.
  • Extensive
    knowledge of in social and environmental monitoring and protection.

Certificate from NEMA
  • Minimum
    5-7 years of related work experience in areas of conducting a
    comprehensive Environmental and Social impact Assessment and analysis
  • Experience
    in World Bank funded projects of similar scope is preferred.
  • Experience
    in water and sanitation projects designing and Implementation
  • Knowledge
    of World Bank Environmental safeguards policies
  • Good
    communication and interpersonal skills
  • Strong
    managerial, supervision and leadership skills.
  • Ability
    to make timely and quality judgments and decisions.
  • Must
    have understanding of international code of conduct
  • Computer
    Literacy in Microsoft applications.
