The United States Agency for International Development as a way of further strengthening its support for the health care system has decided to channel its support to the Ministry directly through a Fixed Advanced Reimbursement Agreement (FARA).
Reporting to the Minister of Health and Social Welfare, FARA Program Manager leads, supervises and coordinates the daily activities of the USAID Grant to the Ministry and provides strategic direction for the development and provision of support services in the implementation of the program, in order to assure: i) the achievement of the expected results under the grants and ii) the effective and transparent execution of the financial resources in support of the Essential Package of Health Services (EPHS).
JOB DESCRIPTION:
• Ensure that USAID support integrates with ongoing strengthening activities within the MOH&SW;
• Oversee the formulation of integrated work plans between USAID funded activities and other strengthening initiatives, in particular in the areas of procurement, financial management, HMIS and management;
• Oversee the monitoring and evaluation of the activities of USAID grants;
• Coordinate with all implementing partners to ensure that expected results are delivered in a timely manner;
• Provide technical guidance for the implementation of the USAID grant, and ensure technical support to government counterparts and implementing partners;
• Establish working procedures related to the management of the USAID funded programs;
• Coordinate with the relevant MOH&SW Departments to ensure effective and efficient implementation of grants ie (Health Services on Programmatic matters, Administration on financial and procurement matters, Planning on policy implementation as well as Monitoring and Evaluation, HMIS among others);
• Ensure an efficient financial flow process within the framework of USAID requirements;
• Ensure an efficient flow process for procurement and supply chain management within the framework of USAID requirements;
• Ensure timely submission of periodic technical and financial reports of implementing partners for submission to USAID and the Minister of Health and Social Welfare;
• Ensure compliance with audit requirements and undertake follow-ups to address gaps as well as ensuring that implementing partners are audited;
• Participate in weekly meetings of MOH&SW senior management team, a bimonthly meeting of the MOH&SW Program Coordinating Team.
JOB REQUIREMENT:
The FARA Program Manager will be required to have:
• A minimum of a Master Degree in Public Health or related discipline from a reputable University;
• Strong leadership skills;
• Minimum 10 years of relevant experience in Project Management;
• Significant previous background in institutional environment of development cooperation (NGOs, UN system, multilateral cooperation, etc.);
• Computer literate, MS office a highly desirable prerequisite;
• Effective communication skills and ability to establish good working relationships with implementing partners;
• High moral integrity with proven ability to work and act under pressure.
