The Government of
Rwanda (GoR) represented by the Ministry of Agriculture and Animal Resources
(MINAGRI) have received funding from the Belgian Development Agency BTC through
the Support program to SPATII to strengthen the capacity off GICA and its staffs.
- CICA is
an Agricultural Information and Communication Centre that aims at
regularly collect, produce, process, adapt, store, share and disseminate
agricultural information.
In order to
facilitate implementation, the GoR intends to use part of these funds for the
recruitment of an Expert in Audio Visual Extension.
Position: Expert in
Audio Visual Extension
Duties and
Responsibilities:
- Collaborate
closely with designated experts of contracted parties to discuss and
evaluated previous radio shows, to decide on the content of future radio
shows, to select relevant experts for live panel discussions, to encourage
them to continuously aim to higher impact; - Maintain
close relation with MINAGRI and its agencies, taskforce and projects to
keep up to date about the hot topics in agriculture in Rwanda. This will
guide the programming of all radio shows as well as the development of new
in house audio/ visual productions and it will ensure that the audio
visual extension messages are relevant and adapted to the real needs of
the farmers; - Coordinate
the production of documentary movies. Develop guidelines on how production
documentary movies should be made; - Contribute
to the refinement of the strategy to use radios and TV as the major tool
for mass communication in agricultural extension covering the whole value
chain from production to consumption with attention to both technical and
socio -economical aspects. This strategy includes the production, quality
control, broadcasting/distribution and impact assessment of audio/visual
extension. It should also describe options to increase the impact of audio
visual extension by creating effective linkages with practical grass root
extension systems such as FFS, Tubura, Imbaraga, etc by for example
setting up active listening clubs; - Conduct
a training needs assessment of agricultural journalists concerning the
production of radio extension messages that can create change. Develop or
search for relevant training courses that CICA/MINAGRI or other related
partners could offer to them to improve the overall quality of
agricultural reporting in Rwanda; - Ensure
that all broadcasted agricultural extension is put online in a well
structured new website on which farmers and extension workers can easily
retrieve any audio message as well as the full transcript of it. Ensure
that colleagues working on printed extension material, public relations
are aware of all audio visual material produced - Explore
how we can increase the use of the new farmer-oriented website that stores
all audio visual and printed materials. This includes collaborating with
create easy access to the website and stimulate the use; - Any
other responsibility assigned by MINAGRI/CICA and Support to SPATII
Qualification
and experience:
- At
least Bachelor’s Degree in Agricultural extension, Communication or
journalism, Agricultural journalism, rural development or any other
related field of study; - Fluent
in English and Kinyarwanda. Knowledge of French is an added advantage - Experience
in making audio visual extension material is an important asset. - Experience
in contract management. - Excellent
in coordination. Proven experience in good coordination of a large and
diverse group - Proven
ability to make extension material that initiated a real change (audio/
visual, printed). Being able to say more with less words - Proven
ability to capture the key message, translate and communicate it with the
right words to the technicians, farmers and other related stakeholders. - Ability
to work under pressure - Excellent
analytical, creativity, presentation, writing and communication skills - Be a
Rwandan by nationality
Location:
The consultant will
be based in Kigali/Rwanda with frequent travel upcountry
