It is in line with the above that MINECOFIN intends to recruit best candidates
on the following positions:

Post 4: Policy Analyst in
charge of Banking and Payment Systems (1)

Key Duties and
Responsibilities

Reporting to the Director in charge of Banking & Non-Banking Sector Unit,
the Policy Analyst will be responsible for:
• Developing, review and update the financial sector strategies and sub-sector
strategies aiming at improving banking and payment systems in the country
• Monitor and evaluate the implementation of the financial sector development
strategies and policies and produce quarterly and annual reports In the area of
banking and payment systems
• Propose new concepts and Innovations for development of banking and payment
systems
• Support capacity building and financial literacy/education initiatives for
banking and payment systems products
• Collaborate closely with National Bank of Rwanda payment systems department
and Rwanda bankers association (RBA) and update the supervisor on the Banking
and Payment Systems developments and challenges
• Undertake desktop and market research on Banking and Payment Systems
developments and best practices
• Contribute regularly towards FSDD’s knowledge management initiatives through
participation in knowledge platforms and through contributions in discussion
boards, blogs and posts
• Prepare monthly, quarterly, semester and annual reports on Banking and
Payment Systems development

Qualification and Experience
Bachelor’s degree in Finance, Banking, Business Administration, Financial
Management, with 3 years working experience progressively in the banking
sector, having a Masters degree in any of the above

Skills and Competencies

• Strong familiarity with payment systems and savings products
• Experience in leading evaluation or research design, data collection and
analysis processes
• Capacity to lead the interpretation and utilization of performance
benchmarking indicators and reports
• A good team player with good interpersonal skills
• Reporting skills
• Excellent conceptual, analytical and writing skills
• Strong English/French (oral and written) communication skills, working
Knowledge of both is an added advantage
• Strong IT skills, particularly (Word, Excel, PowerPoint, Outlook)
