Ministry
of local Government, would like to recruit contractual staff for one year
renewable under performance Evaluation for the following post:
  1. Program
    Manager (1)
Duties:
The
program Manager is in charge of the nutrition related business assigned by the
Social Cluster Ministries and executes the following responsibilities:
  • Coordinate
    the policy dialogue on nutrition issues and policy coherence and the
    development of nutrition sensitive policies.
  • Coordinate
    and provide strategic direction and leadership on the coordination and
    implementation of programs related to food and nutrition in the country.
  • Provide
    technical advice to the Social Cluster Ministries.
  • Support
    proper implementation of the food and nutrition security.
  • Provide
    data and information to social cluster Ministries on food and nutrition
    security.
  • Promote
    synergy among actors playing a role in the reduction of all forms of
    malnutrition and assist with oversight of the country’s nutrition
    programs.
  • Develop
    high level performance nutrition indicators and develop community
    initiatives that address malnutrition.
  • Complete
    a mapping and regularly update of all stakeholders in country working in
    nutrition area and ensure that their activities are complementary to
    achieve the goal of alleviating malnutrition.
  • Act
    as the technical focal point in liaison with social cluster Ministries,
    for all nutrition related discussions.
  • Mobilize
    resources and coordinate the DPs in the area of nutrition and food
    security.
  • Liaise
    with all stakeholders (Government affiliated agencies, civil society
    Organizations and NGOs, UN agencies, private enterprises) to ensure the
    smooth implementation of National policies, strategies and programs.
  • Develop
    strategies and guidance notes to ensure that food and nutrition programmes
    are benefiting the poorest, including specific vulnerable groups.
  • Develop
    and maintain a desk-view of regional and international best practices lead
    to improvement of nutrition outcomes at population level.
  • Provide
    technical guidance and oversight in designing and updating national
    policies, strategies, programs, related to food, health and Nutrition.
  • Perform
    any other Ministry duties assigned by the Ministerial Social
    Cluster. 
Qualifications:
Bachelor’s
degree in Public Health; Public policy; Public administration; Nutrition;
Agriculture with Five 5 years of experience working in Project Management or
Master’s degree in Public Health, Public policy, Public Administration,
Nutrition with three 3 years of working experience in Project Management.
  1. Communication
    and advocacy Specialist (1)
Qualification:
  • Identify,
    develop, distribute and evaluate variety of media materials aiming at
    reducing malnutrition in multiple appropriate formats accessible to the
    majority of the population.
  • Develop,
    manage, co-coordinate, networking, with all key actors in nutrition,
    health, food security, WASH communication strategies.
  • Promote
    synergy among food and nutrition actors, assist with oversight of the country’s
    nutrition, food, and health communication and information activities.
  • Ensure
    the quality, appropriateness of country specific communication materials,
    activities processes and messages transmitted to the press, partners and
    public.
  • Monitor
    and evaluate the use and effectiveness of media materials and share
    results and findings.
  • Collaborate
    with mass media through activities such as organizing project site visits,
    facilitating photo coverage and TV footage and utilizing both web-based
    and traditional media as appropriate.
  • Organize
    appropriate internal and external events on food and nutrition programs.
  • Stimulate
    the exchange of information and dialogue among food and nutrition
    stakeholders and relevant government institutions;
  • Design,
    plan and implement advocacy strategy and campaigns for nutrition in order
    to influence Rwanda Institutions and Populations attitudes towards food
    and nutrition;
  • Facilitate
    the process of lobbying for policy making/change and resource mobilization
    for nutrition.
  • Assist
    in designing initiatives for community awareness on nutrition issues.
  • Maintain
    the Library and ensure acquisition of relevant up to date publication.
  • Perform
    any other duties assigned by his/her supervisor.
Qualification:
Bachelor’s
degree in Communication, Public relation with Minimum of 3 years working
experience in communication or media or Masters ‘degree in communication,
Public Relation.
  1. Food
    and Nutrition Specialist (1)
Duties:
In
collaboration with Social Cluster Ministries and partners:
Support
the development of strategic plans, guidelines, training materials, supportive
supervision tools on food security and nutrition aiming at improving the
nutritional status of the population.
  • Contribute
    to the capacity building of farmers and other food producers on food
    security for prevention of human malnutrition.
Develop
guidelines on food security and nutrition for usage on improving on food
security and nutrition
  • Collect
    and analyses data related to food security and nutrition.
  • Monitor
    and report improvement on food security and nutrition.
  • Work
    closely with other stakeholders in the area of the food security and
    nutrition.
  • Produce
    quarterly and adhoc reports on status of food security on nutrition.
  • Perform
    any other duties assigned by his/her supervisor.
Qualification:
Bachelor’s
degree in Agriculture, Animal Sciences, human nutrition with three year of
working experience in Agriculture, Animal Sciences, human nutrition or master
degree in nutrition , Agriculture, Animal Sciences.
  1. Hygiene
    and Sanitation Specialist (1)
Duties:
In
collaboration with Social Cluster Ministries and partners:
  • Develop
    strategic plans, guidelines, training materials and supportive supervision
    tools on Hygiene and Sanitation aiming at improving Hygiene and
    Sanitation.
  • Contribute
    to the capacity building at all levels for improved hygiene and sanitation
    at household level.
  • Provide
    support to the M&E specialist to collect and analyze data related to
    Hygiene and Sanitation.
  • Monitor
    and report improvement on Hygiene and Sanitation.
  • Work
    closely with other stakeholders in the area of the Hygiene and Sanitation.
  • Produce
    quarterly and adhoc reports on status of Hygiene and Sanitation.
  • Perform
    any other duties assigned by his/her supervisor.
Qualification:
Bachelor’s
degree In Environmental Health with three (3) years of working experience In
Environmental health or Master’s degree In Public Health.
  1. Health
    and Nutrition Specialist (1)
Duties:
In
collaboration with Social Cluster Ministries and partners:
  • Develop
    guidelines on Health and Nutrition for usage at improving the nutritional
    status of the population -Contribute/Support the capacity building of
    health care providers at all levels on prevention and management of all
    forms of malnutrition.
  • Provide
    support to the M&E specialist to collect, analyses data related to
    Health and Nutrition Monitor and report improvement on food security and
    nutrition.
  • Work
    closely with other stakeholders in the area of the Health and Nutrition.
  • Produce
    quarterly and adhoc reports on status of Health and Nutrition.
  • Perform
    any other duties assigned by his/her supervisor.
Qualification:
Bachelor’s
degree In Nutrition or Public Health with three (3) years of experience In
health or Nutrition or Master’s degree In Nutrition or Public Health.
  1. Monitoring
    &Evaluation Specialist (1)
Duties:
  • Monitoring
    and timely reporting on action plan implementation;
  • Collaborate
    with the social cluster Ministries M&E department and the LGs in
    institutionalizing monitoring and evaluation mechanisms, procedures and
    activities;
  • Collaborate
    with the stakeholders in establishing mechanisms for the collection and
    processing of relevant activity and impact data;
  • Design
    and systematize formats for reporting on activities and impact within the
    framework of food security and nutrition.
  • Systematize
    procedures for baseline survey and impact studies data collection,
    analysis and report writing; and for national food and nutrition
    surveillance data analysis and report writing.
  • Report
    quarterly on progress achieved in relation to improvement in food security
    and nutrition;
  • Address
    any issues in relation to M&E arising from the recommendations of the
    MINALOC Inspection /Supervision missions.
  • Support
    the production of updated nutrition data for decision making.
  • Develop
    plans and strategies relevant to improving the nutritional status of the
    vulnerable groups in collaboration with other relevant government sectors.
  • Feed
    update data into Rwanda food and nutrition dashboard;
  • Implement
    the common result framework to track and monitor the implementation of
    Food and Nutrition Strategy.
  • Perform
    any other duties assigned by his/her supervisor.
Qualifications:
Bachelor’s
degree in Statistics, Epidemiology, Economics, Management with proven expenence
of 3 years in program monitoring and evaluation. A Master’s Degree in Public
Health.
  1. Administrative
    Support Officer (1)
Duties:
  • Provide
    secretarial services for the effective functioning of the Project for the
    achievement of its goals;
  • Ensure
    the availability of services and facilities necessary to support the
    secretarial functions of the Project;
  • Design
    and maintain a system for the proper recording and accounting of all
    office equipment routinely assigned to Project personnel;
  • Safeguard
    the interest of the Project in all transactions relating to purchasing and
    maintenance of equipment and machinery assigned to Project personnel
  • Control
    the receipt and registration of records;
  • Maintain
    control books and registers;
  • To
    be in-charge of human resource and personnel matters;
  • Designing
    and implementing appropriate records management systems and procedures;
  • Perform
    any other assignment deem necessary by the Coordinator.
Qualification:
Bachelor’s
degree in Management, Public Administration.
