is currently supporting the Government of Liberia, Bureau of Immigration and
Naturalization (BIN) to develop a National Migration Policy (NMP) for the
country. Insufficient and ineffective migration dialogue and policy in Liberia
is critical in the current context. With sustained peace and stability
since the end of conflict in 2003, the country has experienced growth in
foreign investment and entrepreneurial endeavours. The most recent data available
states that GDP has grown since 2006 and is expected to continue

enhanced, yet BIN lacks critical resources to effectively respond to current
and expected migration trends. Expressed needs include the establishment
of a structure to facilitate high-level, coordinated dialogue, improvements to
existing legal and policy framework, and capacity development of the GoL on
migration issues and responses.

National Migration Policy Taskforce - Supporting the
drafting and adoption of a National Migration Policy (NMP) - Coordinating
capacity building opportunities for Migration Policy Taskforce members
The
Migration Policy Taskforce will be chaired by BIN with technical and
administrative support from IOM. Key stakeholders will be GoL Ministries
who will participate on the Migration Policy Taskforce: BIN, MoFA, MoJ, LNP,
MoGD, NIC, MoL, MoCI, MoIA, Liberia Customs and Excise, LRRRC, the Anti-Human
Trafficking Taskforce, and the Child Labour Taskforce. Non-governmental
stakeholders will also be invited to participate, including the Liberian Bar
Association (LBA), the International Labour Organization (ILO), academic
institutions, and other stakeholders identified throughout the
project. There will therefore be a fully participatory approach to the
taskforce to reinforce national ownership of the initiatives undertaken by the
taskforce and enhance its sustainability.

penetration or infiltration by undesirable persons, goods, services and
influences - Develop national
responsiveness to migration-related regional integration needs (Free
Movement Protocol of ECOWAS) and international commitments.

Tasks
of the Migration Policy Consultant:

- The consultant
will be expected to build a well researched draft of the National
Migration Policy, in consultation with the National Migration Policy
Task-force. The consultant should also specify in the National Migration
Policy, the proposed strategies to be used to implement the policy
measures and recommendations. - The consultant
will be required to undertake the following specific tasks:Assist for the
recruitment of a national consultant - Supervise the
work of the national consultant - Produce a
work-plan in consultation with BIN, indicating how to structure his/her
assignment; - Supervise the
implementation of a desktop review of existing national, regional and
international documentation on migration of relevance to the
national migration policy development (migration trends, policy, law
and administrative frameworks) - Participate and
facilitates regular meetings of the National Migration Policy task-force
throughout his/her assignment; - Conduct
extensive consultations with the National Migration Policy Task-force, and
all the relevant Government Ministries/Institutions responsible for
migration management policies, with a view to gathering the necessary data
and information in relation to the national migration policy development - Guide the National
Migration Policy Task-Force on technical migration issues that should be
considered in the national migration policy document, in light of the
existing national policies and laws, regional and international
commitments that - directly or
indirectly affect migration. - Identify
authoritative policy measures, strategies and programmes that are required
to facilitate the operationalization of the national migration policy. - Identify needs
and capacity gaps of the National Migration Policy Task-Force or of other
key actors which should be addressed for a correct implementation of
policy. - Produce a well
researched draft national migration policy document with relevant
statistics, reflecting national, regional and international realities and
trends in regards to migration management. - Draft and make
recommendations for formatting and structure of the Policy in line with
home-grown practice in Liberia. - Present the
policy document during a validation workshop. - Incorporate
views, comments, recommendations and concerns of the stakeholders in the
final draft policy document. - Develop an
Action Plan and Time frame for the implementation of the agreed upon
national migration policy recommendations.

capacity to work under pressure in a multicultural environment.
Language:
- Fluency in
English, knowledge of French a plus.
