Context:
Under
the overall administrative supervision of the Chief of Mission, the direct
technical supervision of the Head of Planning, Monitoring and Follow up
Unit/Head of Mobile Teams (Regional Office Nairobi) and coordination/guidance
of the existing National Migration Health Physician, the incumbent will be responsible
and accountable for coordinating and performing migration health assessments.
Core
Functions / Responsibilities:
  1. Perform
    migration health assessments and completes related medical documentation
    of migrants referred for migration health assessment in accordance with
    the resettlement countries’ technical instructions and IOM Rwanda
    Migration Health Department (MHD) Standard Operating Procedures, (SOPs)
    for medical examinations.
  2. Refer
    patients to medical specialists for stabilization treatment based on the
    previous medical examination or present clinical findings.
  3. Administer
    overseas Centers for Disease Control and prevention (CDC) recommended
    chemoprophylaxis treatment and immunizations as per the receiving
    countries’ requirements.
  4. Perform
    pre-departure and pre-embarkation medical check up on all refugee migrants
    departing under IOM auspices, making sure they are fit to travel.
  5. Complete
    Pre-Departure Medical Screening (PDMS) certificates for US-bound refugees
    during pre-departure medical check by ensuring timely, accurate and
    complete reporting of all activities related to medical
    examinations,stabilization treatment and parasites chemoprophylaxis as per
    IOM guidelines for PDMS procedures and IOM guidelines for medically
    assisted movements.
  6. Coordinate
    with the local/national health authorities, physicians, hospitals and
    laboratories as needed.
  7. Assist
    in the preparation, and implementation of research activities related to
    the migration health, tuberculosis and sexually transmitted diseases.
  8. Assist
    in developing potential health and migration projects/programmes for the
    Mission.
  9. Implement
    quality control standards and ensures confidentiality of individual health
    information.
  10. Assist
    in the analysis and technical elaboration of data gathered from the
    migration health assessment.
  11. Ensure
    adherence to the administration procedures including but not limited to
    Finance and Human Resource within the Medical department, service provider
    contracts, etc.
  12. Perform
    any other duties that may be required from time to time.
Required
Qualifications and Experience

Education
  • Master’s
    Degree in Public Health or other related clinical specialties or,
  • University
    degree in Medicine with 2 years of relevant clinical experience.
Experience
  • Demonstrated
    proficiency with Microsoft Office applications, including Excel,
    PowerPoint, Good knowledge of information technology and proficiency in
    Microsoft Office applications especially Excel, Word, PowerPoint,
    Publisher, and SharePoint.
  • Registered
    with the Rwanda Medical Practitioners and Dentists Board.
  • Experience
    in administration/management an advantage.
  • Health
    sector experience in Africa.
  • Professional
    working experience in migration health, immigration medical assessments,
    epidemiology and/or international public health.
  • Training/experience
    in Paediatrics, Internal Medicine or Infectious Diseases is an advantage.
  • Ability
    to work under stressful conditions such as heavy workloads and tight
    timelines.
  • Willing
    to accept flexible work schedule.
  • Attentive
    to details and accuracy in handling and reporting data.
  • Strong
    communication, negotiation and problem solving skills.
Languages
Fluency
in English Kinyarwanda is required. Knowledge of French and Swahili is an added
advantage

Other
The
appointment is subject to funding confirmation.
Appointment
will also be subject to certification by the Organization’s (IOM’s) Medical
Officer, based on medical examination(s), that the candidate is medically fit
for appointment and verification of residency, visa and authorizations by the
Government of Rwanda, where applicable.
This
application is open to all Rwandese citizen and any other foreign national as long
as such an applicant has a right of residence and right to work in Rwanda at
the time of application. (IOM will not be responsible in securing such Visas or
authorisations from the Government of Rwanda, any applicant of foreign
nationality must provide authentic certification from Government of Rwanda in
regards to right of residency and right to work in Rwanda at the time of
application).
