Mendez England & Associates (ME&A) Energy Evaluation Team Leader Job Vacancy in Liberia

ME&A is recruiting an Energy Evaluation Team Leader to conduct a mid-term evaluation of an energy sector project in Liberia. The evaluation will assess: the effectiveness of the current energy project’s activities in achieving their goals; how the program responded to unforeseen obstacles (if any) in implementation; and the
conditions by which the program implementer will meet the goals set forth by the program’s scope of work. The evaluation is expected to inform decision making on the program’s energy sector activities in order to readjust and steer programming for the remainder of its cycle.

The candidate should be an Energy Expert with extensive evaluation experience in West Africa. Required qualifications include:
• Master’s Degree in a relevant field or 15 years of energy-related experience;
• Experience evaluating energy programs and conducting impact evaluations, including use of quantitative and qualitative methods;
• Experience leading USAID evaluation teams;
• West Africa experience and knowledge of the political, economic, and energy context of Liberia.

The project is slated to take place over 60 days beginning at the end of July 2012 for a total level of effort of 46 days.
