As the security situation in Cote d’Ivoire deteriorates, following a stalemate in the (second round) General Elections, held on 30th November, 2010, asylum seekers/refugees have been crossing the border into Liberia. By January 5th 2011, 30,000 refugees from Cote d’Ivoire had been registered by the UNHCR in Liberia. 62% of these are children below 18 years of age, while 55.5% are female. It is further estimated that 400 – 500 asylum seekers cross the border each day. The situation is expected to deteriorate in the short term.
An initial multi-sectoral needs assessment, led by the government refugee agency, LRRRC, indicates that the most urgent needs of the refugees are:
1. Access to safe water (repair broken hand pumps, build new ones and ZOA will provide CARE will the drilling machines if needed)
2. Access to proper sanitation (construct toilets, carry out sanitation/personal hygiene awareness)
3. Provision of health kits
4. Supply of non-food items: plastic sheeting for shelter, bucket for storing and fetching water, cooking utensils ( set of pots, plates)
5. Shelter: construction of shelter to protect the refugees form the elements
6. Food (the host community was food insecure prior to their arrival, however, WFP and other food agencies have indicated their ability to address the food needs)
CARE Liberia has developed a draft emergency strategy to support its response, notably in Nimba County, in consultation with its partners: Merlin and ADRA.
CARE Liberia is seeking a short-term experienced Media Consultant to maximize positive media coverage nationally and internationally, compile reports and clips that will communicate the emergency needs in Liberia, CARE’s emergency interventions and achievements to date, and the need for donors to commit new funding to CARE’s emergency operations.

Requirements:
Field and NGO experience: Prior experience travelling to, or working in, a developing country for CARE or another humanitarian agency (or equivalent experience), preferably in an emergency environment. A minimum of two-three years experience working with an NGO or UN agency, or equivalent, is preferred.
Fluent written and spoken English. Preference will be given to candidates who speak more than one CI Member working language.
Experience as a spokesperson.
Experience working in journalism, communications, media, or PR; CARE-specific media work preferred.
Strong understanding of print, radio, television and online media.
Intermediate photography and/or filming skills.
Additional technical skills are desirable, including proficiency in Adobe Photoshop or photo-editing software and movie-editing software such as Adobe Premier.
