Médecins du Monde (MDM) Consortium Officer Job Vacancy in Liberia

Médecins du Monde (MDM) resumed operations in Liberia in August 2003. A comprehensive and integrated approach has been developed in close partnership with the Bong County Health Team (BoCHT) with the following components:

• Primary Health Care : Implementation of the Basic Package of Health Services (including HIV/AIDS) in MoH facilities. A specific focus is given to reproductive health with ensuring Household-to-Hospital continuum of care through strengthening of TBA networks, introducing EmoC and PMTCT services in PHC facilities, improving referral system and a construction, set up and support to a City Obstetrical Hospital in Gbarnga (55 beds; 2 Operating theatres)

• Community Health : Health awareness activities for the population, strengthening of the Community Health System, contribution to the development of the national policy for community health, forecasted training for Community Health Volunteers and setting up of the supervision system

• Mental Health : Progressive handover of psychological and psychiatric consultations to the health authorities through a strategy of integration of the Mental Health activities into the Basic Package of Health Services in PHC facilities.

• Human Resources for Health: Theoretical and on-job training for MoHSW personnel in the facilities, contribution to the development of national training curricula for medical staff, support to the Phebe nursing school.

Until the beginning of the year 2011, DG-ECHO and the McCall Mac Bain Foundation have been the main donors of the programme. Following the award of a 30-month grant to MDM by the European Development Fund (EDF), the programme is to enter a new phase from March 1, 2011.

Within the scope of the EDF grant, the overall objectives are:
o Expand access to quality health services throughout Liberia;
o Improve the capacity of the Liberian Government to deliver and manage an equitable Health System at all levels.

The specific objective is to support the MOHSW and its local representation in Bong County to manage, deliver and sustain quality and accessible health services in & around 16 health facilities over a 30 months period.

The EDF-funded programme is to be implemented through a consortium of international NGOs and Liberian NGOs. International NGOs are MDM, Save the Children and Action contre la Faim (ACF); Liberian NGOs are Young Men’s Christian Association (YMCA) and Liberia Prevention of Maternal Mortality (LPMM). MDM will be the lead agency of the consortium.

TASKS AND RESPONSIBILITIES:
Position: The Consortium Officer works under the supervision of the General Coordinator. He/she is also in touch with DDI (Institutionnal Development Department) at the HQ.

Responsibilities: The implementation of activities through a broad consortium of NGOs is something new for MDM. Therefore, considering the operational challenges related to the EDF grant, it has been decided to create a position specifically dedicated to the facilitation of the overall organisation and management of the consortium.

More specifically:
o Information sharing facilitation within the consortium:
 To plan, organise and facilitate regular meetings (weekly and/or monthly meetings, ad hoc meetings) in Monrovia or Gbarnga with the different stakeholders (MDM, ACF, Save the Children, YMCA, LPMM, MoHSW / BoCHT…);
 To write minutes/reports of the consortium meetings and to circulate them among stakeholders
o Ensuring the implementation of the contractual arrangements of the consortium:
 To have a good knowledge and a good understanding of the Memorandum of Understanding signed between the different consortium members;
 To have a good knowledge and a good understanding of the various tasks and duties of each consortium member within the scope of the Memorandum of Understanding;
 To set up a time table for the reporting process (narrative parts + financial parts) related to the EDF-funded project;
 To request from each consortium member regular reporting (narrative and financial) and to compile the different reports (jointly with General Coordinator and/or Medical Coordinator for the narrative parts and jointly with Administrator Coordinator for the financial parts);
 To lead the writing process for possible amendments of the Memorandum of Understanding
o Official representation of the consortium :
 To be the representative of the consortium to the donor – Delegation of the European Union (jointly with General Coordinator);
 To be the representative of the consortium to external stakeholders (jointly with General Coordinator and/or Medical Coordinator)
o Internal reporting and capitalisation
 To write monthly reports summarising the main activities carried out;
 At the end of the mission, to write a capitalisation report formalising the main lessons learnt within the scope of the management of the consortium (in link with General Coordinator and HQ).

Languages required: – Fluent English (oral and written) mandatory

Qualities required:
o Good organisation skills
o Good writing skills
o Good communication skills
o Ease in the facilitation of meeting
o Previous experience in consortium management is an asset
o Experience in medical project management is an asset
o Ability to work in a multicultural setting and as part of a team
o Ability to work in a resource limited and sensitive security context
o Computer literate

Monthly allowance: 800 euros / months (+ perdiem)
12 months
