needed for its activities, to enlist all competent support required for the achievement of its projects, to seek at all times to encourage close working relationships with populations in its care. based on its medical practices totally independent action, Médecins du Monde : identifies potential crises and threats to health and dignity so as to help prevent them, mobilises non medical assistance for solidarity campaigns denounces and bears witness to violations of human rights, especially denial of access to health care, develops new approaches and new practices for public health internationally, based on respect for human dignity, commits itself to a relationship of total transparency with donors, campaigns for establishing humanitarian medical principles based on ethics of accountability.
The decentralization mandate of the Ministry of Health and Social Welfare (MoHSW) in Liberia is to de-concentrate responsibility, authority and resources from the central MoHSW to the county level to effectively manage the systems that most significantly impact on the day-to-day operation of the County Health Services in delivering health care to their communities. The long term goal is to create a synergistic health care delivery system that calls upon the appropriate level to manage the support systems required to health deliver services. Médecins du Monde (MdM) in collaboration with a Consortium of NGOs and the Ministry of Health & Social Welfare, through funding of the European Development Fund, has agreed to contribute to the implementation of a comprehensive package of health services in Liberia to strengthen and increase the counties capacity. In doing so, the CHTs will be in a position to roll-out decentralization further to health facilities they manage and those that are currently managed by NGO’s and the communities they serve.
The general objectives of MDM presence in Liberia are:
1. To expand access to quality health services throughout Liberia;
2. Improve the capacity of the Liberian Government to deliver and manage an equitable Health System, enhancing the health workforce capacity through in-service trainings, positive motivation.
TASKS AND RESPONSIBILITIES:
The General coordinator is in charge of designing and implementing MdM’s operational strategy in Liberia (alongside Desk officer and associative referents) and provides leadership for the country program. S/he is responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team.
More specifically, he/she:
– Develops in collaboration with the Head Quarters and associative referents the yearly and mid-term strategies
– Coordinates the overall project activities in collaboration with the medical coordinator & field coordinator
– Represents MDM towards the main counterparts and humanitarian stakeholders and develops a relationship network with other NGOs in Monrovia and in the Bong County raises funds for the project and maintains relationships with donors
– Supervises all contractual agreements and official agreements with MOH and other partners (MOU).
– Ensures the proper budgeting and use of funds.
– Ensures the respect of the Liberian laws and internal regulations in MDM activities
– Coordinates and supports the national and international staff teams
– Defines and implements safety rules up to date for the whole mission and guarantee their application.
– Ensures internal and external reports

SKILLS AND EXPERIENCE NEEDED:
• Strong commitment to the organisation and its values Master degree or training in project management
• Background in public health and/or experience in medical program management (an asset) 2-3 years NGO experience as Head of Mission/ Country Representative/General Coordinator (mandatory)
• Previous working experience in Africa (an asset)
• Strong abilities in program management and team coordination
• Demonstrated skills in leadership, ability to inspire and empower others
• Proven record of security and base management in development and post-crisis settings
• Ability to strengthen relations with donors
• Ability to establish a strong cooperation with headquarters
