(MGLSD), with support from the UK Department for International Development and Irish Aid, is implementing the expanding Social Protection (ESP) Programme in Uganda.

The ESP Programme is a five year programme which is coordinated by the Social Protection Secretariat within the MGLSD and includes a pilot cash transfer scheme, the Social Assistance Grants for Empowerment (SAGE) Programme. SAGE will provide regular cash transfers to vulnerable families living in chronic poverty. SAGE will work initially in fourteen districts, reaching 15% of households in target districts, with the aim of subsequent national scale-up.

Maxwell Stamp PLC are now seeking to fill a key position in the Social Protection Secretariat; Senior Administrative and Liaison Officer, on a full-time basis up until February 2013, with a possibility of extension.

SENIOR ADMINISTRATIVE AND LIAISON OFFICER

The Senior Administrative and Liaison Officer will support The Head of the Secretariat (HoS). The HoS is responsible for the day to day management of the Secretariat and ESP Programme and is responsible to the Permanent Secretary, MGLSD. The HoS is also responsible for ESP interface with all Government MDAs, development and all other partners and stakeholders of the Programme.

General Functions
Under the direct supervision of the Head of the Social Protection Secretariat (HoS) or his designate, the successful candidate will be responsible for administrative matters. In particular, the post holder will serve as a key liaison between the Expanding Social Protection Programme and the Senior Management of the MGLSD, supporting administrative and financial processes between the two. The incumbent will be responsible for:

Responsibilities
• Ensuring effective and efficient functioning of the HoS office by maintaining the calendar, contacts, with high- ranking visitors, arrangement of appointments and meetings, and taking minutes at such meetings.
• Originating and maintaining requisitions and expenditures in accordance with the Government of Uganda (GoU)
• Guidelines and ensuring timely accountability of funds, preparing and following up requests for minor procurements, contracts and other formal administrative requirements in accordance with GoU procedures.
• Participate in the GoU bids evaluation processes as and when called upon.
• Originating regular official communications between the ESP and the wider GoU.
• Organizing internal and external management meetings such as the weekly management team meetings and quarterly Programme Steering Committee meeting.
• Preparing and circulating minutes
• Ensuring meticulous record keeping and maintenance of all relevant correspondence.
• relevant partners, their contacts and cultivating good working relations with such good offices.
• Maintaining copies of personnel records, directives, and other formal correspondence.
• Liaises with the Communication Manager in internal and external communication needs where responses, explanations, etc. as required by the HoS office.
• Preparing routine correspondence, memoranda and reports;
• Establishing and managing project-specific files.

Requirement: Qualifications:
• Minimum of 10years of relevant experience.
• Bachelor’s Degree and/or relevant experience.
• Must have excellent interpersonal & communication skills, a team player, self-driven and ready to work under tight datelines
• Experience of working with GoU administrative, financial and procurement systems – or ability to rapidly understand and work within complex institutional systems and procedures.
• Experience working with senior level civil servants.
• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds and in stressful conditions.
• Fluent in written and spoken English.
• Excellent skills in all Microsoft Office software including MS Outlook, Word, Excel and Power Point
