Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative
Agreement operating in 24 high priority countries to introduce and support high-impact
health interventions with the ultimate goal of ending preventable child and
maternal deaths within a generation. The Program is focused on ensuring that
all women, newborns and children most in need have equitable access to quality
health care services to save lives. USAID’s MCSP supports programming in
maternal, newborn and child health, immunization, family planning and
reproductive health, nutrition, health systems strengthening,
water/sanitatio
n/hygiene, malaria, prevention of mother-to-child transmission
of HIV, and pediatric HIV care and treatment. USAID’s MCSP engages governments,
policymakers, private sector leaders, health care providers, civil society,
faith-based organizations and communities in adopting and accelerating proven
approaches to address the major causes of maternal, newborn and child mortality
such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and
improve the quality of health services, from household to hospital. Rwanda’s
MCSP program aims to reduce child and maternal mortality through increased
coverage and utilization of high-impact low cost reproductive, maternal,
newborn, and child health (RMNCH) interventions and innovative new approaches
and to strengthen the capacity of the Ministry of Health (MOH) to manage and
scale up high-impact RMNCH interventions.
Rwanda is hiring a Technical Director (TD) who will work as an integral part of
the technical and management teams reporting to the Chief of Party. The
Technical Director will provide vision, leadership and direction to ensure the
strategic, programmatic, technical, and financial integrity of MCSP in Rwanda.
The TD will work closely with the COP, who is responsible for the overall
strategic, programmatic, technical, and financial management of MCSP Rwanda.
The TD will also work with the technical team leads and program manager to
ensure that resources are applied appropriately (e.g. human, financial and
material). Responsibilities include overseeing annual work planning,
implementation and reporting of project activities, representing MCSP to donors
and partners, and management of the project as required. The TD will also
contribute to the strategy and management of the MCSP Rwanda Office. In the
absence of the COP, the TD may be required to undertake the responsibilities of
that position on a temporary basis.
- Oversee,
and provide programmatic leadership for (in coordination with the COP),
the strategic planning of activities in support of the program goals and
objectives, including the determination of program priorities and
appropriate technical initiatives - Develop
or strengthen strategies that scale up RMNCH and Malaria services in the
project sites - Coordinate
the work of all team members with their designated counterparts within the
local government units, the MOH, USAID, as well as any other key
stakeholders in Rwanda, to ensure effective technical assistance and the
smooth implementation of activities - Advise
Rwandan counterparts on technical issues and participate in relevant
advisory and/or working groups with counterparts and partner institutions - Provide
leadership in the design of interventions ensuring that interventions are
technically sound, evidence-based, include high impact practices and are
sustainable - Represent
MCSP in public and professional circles through meetings, conferences, and
presentations In close collaboration with the COP, coordinate and monitor
all human, financial and material resources of the MCSP program to ensure
successful implementation - Lead
the annual work planning process in close collaboration with USAID, Rwanda
MOH, COP, M&E Director, Technical Team Leads and other key partners - Guide
the analysis, synthesis and reporting of MCSP outputs and results in close
collaboration with the Monitoring and Evaluation Director.
- Mentor,
support, supervise and manage a team of highly qualified staff and align
their efforts in concert with program goals to ensure rapid and
sustainable results - Oversee
the development of training curricula and quality improvement systems
related to maternal and child health. - Write
and/or review technical components of materials and publications related
to MCSP and its development - Ensure
resources for program implementation are available - Work
with finance and project staff to develop and track project budgets - Work
closely with MCSP HQ office staff to ensure effective, timely and
coordinated project implementation - Ensure
technical compliance with USAID
- Master’s
degree in public health, health administration, Medical or Nursing degree
preferred - A
minimum of 8 – 10 years project management experience (of which at least
half is in a mid-to-senior management position) in large, multi-year
international health sector development programs that have implemented
successful activities in areas such as maternal, newborn and child health,
family planning, malaria, health systems strengthening and/or social and
behavior change communication - Demonstrated
strong technical and programmatic knowledge and experience in the
following areas: maternal health, child health, newborn health, family
planning, malaria, health systems strengthening and/or social and behavior
change communication - Demonstrated
expertise working in a leadership capacity with international donors,
senior government officials and policymakers - In-depth
knowledge of USAID programs, regulations, compliance and reporting - Minimum
2 years previous experience working in Rwanda, with intimate understanding
of local health system and MNCH gaps and opportunities - Excellent
program and financial management skills - Expertise
in research to practice—identifying best practices and adapting them to
project realities - Ability
to work in a complex environment with multiple tasks, short deadlines and
intense pressure to perform - Proficiency
in word processing and Microsoft Office - Fluent
in written and spoken English - Excellent
facilitation, oral and written communications skills - Ability
to travel nationally (frequently) and internationally - Rwandan
