About USAID USSHC Project:
USAID funded Uganda Systems Strengthening for
Health Commodities is a five year program supporting the Government of Uganda’s
health system to improve the availability and accessibility of essential
medicines and health supplies (EMHS).The expected results of are to:1)
strengthen national policies and strategies and support cost-effective,
equitable, and transparent utilization of EMHS resources; 2) strengthen country
capacity for effective management and utilization of EMHS; and 3) increase
availability and access of EMHS among priority populations.
Job Summary: The Senior- Programmer, SharePoint(SP)/.Net Software  will be responsible for reviewing and
optimizing existing coding of the Pharmaceutical Information Portal (PIP)
Sharepoint site and the offline and online .NET SPARSFORM application. S/he
will work with the Senior Programmer, Business Intelligence (BI) Software on
the expansion of the DSDS (District Supervision Data System) into the PIP
(Pharmaceutical Information Portal) datawarehouse and portal in collaboration
with the Senior Technical Advisor, PIP. S/he applies current graphics design
and .NET technologies to design, develop, modify, and maintain the PIP server
portal, manage site content and provide daily onsite maintenance of the portal.
S/he will upgrade or replace the SPARSFORM application.
Key Duties and Responsibilities: 
  • Responsible for
    developing SharePoint software solutions by studying requirements analysis
    and information needs
  • Design, develop and
    maintain key components of the software suite using classic ASP, ASP.NET,
    C#.NET, SharePoint Server 2010, and- SharePoint Server 2013.
  • Provide for the
    creation, modification and deletion of collections, sites, users, groups,
    document libraries, and My Sites -in SharePoint
  • Offer the
    implementation of templates, creation of custom templates, development of
    work flows and design/implementation of web parts in SharePoint
  • Implement
    SharePoint-based workflows as well as develop Business Intelligence
    dashboards.
  • Manage and maintain
    sharepoint site by taking backups and restoring with sharepoint management
    shell
  • Document and
    demonstrate solutions by developing documentation, flowcharts, layouts,
    diagrams, charts, code comments and clear code.
  • Research and recommend
    technology solutions appropriate to meeting SharePoint instantiations
    goals and needs.
  • Provide ongoing
    comprehensive central SharePoint administration including management of
    SharePoint permissions 
Qualifications, Skills and Experience: 
  • The ideal candidate for
    this job opportunity should possess a Master’s Degree in Information
    Technology/Computer Science or a related field, or a BSc plus
    MSc-equivalent working experience
  • At least ten years’
    experience with demonstrated skills in software development and
    maintenance
  • Six or more years’
    experience as a SharePoint Developer in the analysis, design, hands-on
    development and delivery of web-based applications
  • At least six years’
    experience programming in on of the following technologies: .NET 3.5, C#,
    ASP. NET ,T-SQL, C/C++, XLM
  • Professional MCSE
    Sharepoint, MCSD Sharepoint Applications, MCDS Web Applications
    certifications are an added advantage
  • Significant experience
    with SharePoint Designer, InfoPath, Web Parts, and workflow creation 7
  • Prior experience of
    building and maintaining application using object oriented methodology
  • Advanced knowledge/
    expertise in MS SharePoint 2010/2013 development and administration
  • The applicant must have
    a strong programming background authoring well written, well documented,
    modular and clean code
  • Past exposure and
    experience with SharePoint’s application services framework including
    implementation, configuration, and usages of Search, Managed Metadata, and
    User Profile Services
  • Possess the ability to
    write Stored Procedures, write complex SQL queries, and ability to analyze
    the SQL data is desired
  • Prior experience with
    SQL Server Reporting Services, Report Builder, SQL Server Analysis
    Services, and/or SQL Server Integration Services is a plus
  • Attention to detail and
    commitment to high quality/error free deliverables
  • Must be motivated,
    independent and self-sufficient
  • The applicant must be
    well organized, a good communicator, able to effectively prioritize tasks,
    and manage projects from concept to production
  • Possess the ability to
    write thorough and concise functional and design specifications as well as
    easily readable end user documentation
  • Must be well able to
    brainstorm with others, thrive in a collaborative team environment, multi
    task, and quickly adapt to change
  • Emphasizes personal and
    professional growth by studying state-of-the-art development tools,
    programming techniques, and computing equipment; participating in
    educational opportunities; reading professional publications; maintaining
    personal networks; participating in professional organizations
  • Must have excellent
    written and oral communication skills, and able to read and write in
    English
  • A wide degree of
    creativity and latitude required.
