MSH seeks candidates for a USAID-funded program in Kenya that will build and
expand upon previous successful TB control programs and will work with, and
provide technical oversight to the Division of Leprosy, TB, and other Lung
Disease (DLTLD). 

This project will increase Tuberculosis (TB) Case
Detection (CDR) and Treatment Success Rate (TSR) in focus areas to meet targets
for reducing the burden of TB; MDR-TB and TB co-infection. 
This position is contingent upon project award.

Overall Responsibilities:
 

The Monitoring and Evaluation (M&E) Specialist
is responsible for leading the development and implementation of a plan to
monitor progress, evaluate effectiveness, and disseminate results of the
project activities and innovations. 
The M&E Specialist has primary responsibility
for identifying  M&E needs, designing and maintaining data collection
systems and for ensuring that all necessary information, from both routine
reporting as well as from ad hoc data collection efforts and special studies,
is collected, analyzed and used in guiding internal project planning and
informing external partners about project activities and accomplishments. 
The M&E Specialist conducts all appropriate
analyses, including the use of complimentary data sets and secondary analysis,
and fully documents activities and accomplishments in the form of reports,
publications, and presentations.

S/he will develop reporting systems and indicators to ensure quality,
timely,  and accurate data collection, including baseline values as is
appropriate to track progress in meeting program objectives.

Specific Responsibilities

  • With the project team, plan for and conduct
    monitoring activities and ensure accurate and timely reporting to USAID.
  • Work with the Chief of Party (COP) to ensure
    progress is being achieved towards TB, HIV/TB co-infection, intensive
    findings and MDR-TB targets.
  • In close collaboration with the project team,
    design and submit a Performance Monitoring and Management Plan (PMP).
  • Ensure quality control data collection
    instruments and tools, including their use.
  • Compile, analyze, and present data for
    reporting of program progress and impact, and quality assurance.
  • With the project technical staff, capture
    lessons learned and best practices, document and disseminate information,
    assist with developing presentations, abstracts, articles, etc.
  • Provide Technical assistance to implement the
    new DLTLD online TB data management system (TIBU)
  • Support the introduction, customization and
    implementation of other MSH electronic data management systems as
    appropriate.
  • Provide technical assistance in the
    preparation of routine and ad-hoc project reports to DLTLD, USAID and MSH
    and other Key stakeholders.
  • Participate in operation research and other
    data manipulation exercises to provide evidence to inform improve project
    management.
Qualifications:
  • Master’s Degree in M&E, Biostatistics,
    public health or any relevant discipline.
  • Demonstrated academic and practical skills in
    monitoring and evaluation of TB, HIV/AIDS, or other relevant services, in
    developing countries.
  • At least five years’ experience working in
    development programs for public health with at least three years in TB.
  • Demonstrated practical skills in data analysis
    and report writing.  
  • Familiarity with PEPFAR indicators and
    reporting requirements as they pertain to TB/HIV.
  • Capacity to manage large data bases and manage
    online data management systems will be an added advantage.
  • Excellent planning, management, and
    organizational skills.
  • Strong writing and organizational skills for
    reporting on program and study results.
  • Fluency in English.
