Management Sciences for Health (MSH) Monitoring and Evaluation Advisor Job Vacancy in Uganda

Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects, both in Kampala and other parts of the country
including SURE.

SURE (Securing Ugandans’ Right to Essential Medicines) will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system.
MSH now invites applications from suitably qualified candidates for the following position in the SURE program:

Monitoring and Evaluation Advisor located at the Central Public Health Laboratories (CPHL) Ministry of Health (MoH), Kampala

Overall Responsibility:
The Monitoring and Evaluation Advisor is a secondment from the SURE program to the CPHL reporting to the Logistics Coordinator – SURE and Technical Head of CPHL.

Provides technical guidance to streamline the lab logistics information system, including developing standard report formats, strengthening performance assessment, and ensuring that they are aligned with other MoH supply chain interventions Provides technical leadership in development of key M&E documents and materials including strategic plans, M&E plans, SOPs, and ensuring that they are monitored and regularly updated
Coordinates CPHL and sister programs in the Ministry of Health, development partners, implementing partners and Private Not for Profit( PNFP) sector stakeholders in routine M&E activities affecting decision making at the ministry, including development of indicators, impact assessment protocols, following up M&E plans
Guides the design of assessments, data collection tools, collection of data from the field, data management activities, preparation of reports, and dissemination of findings
Supports CPHL management to identify capacity building needs in monitoring and evaluation of laboratory services interventions among CPHL staff Monitors the performance of the laboratory commodities credit line and other funding available for lab commodities supply management, including tracking how the budget is spent, commodities procured, and allocation of resources across different levels of care

Qualifications
• Master’s degree in one of the disciplines of Laboratory Science, Field Epidemiology & Laboratory Training, Public Health, Demography, Statistics or related field, or 5 years of equivalent experience in monitoring and evaluation in the health sector,
• Experience in evaluation, design, development of indicators and data analysis with proven record in monitoring and evaluation,
• Experience in development of Performance Monitoring Plans,
• Demonstrated knowledge and experience with Ministry of Health M&E procedures and practices and logistic and supply chain management indicators, particularly in laboratory services delivery,
• Familiarity with supply chain concepts and laboratory supplies/logistic indicators,
• Demonstrated computer skills in Microsoft Office Suite applications and statistical packages such as Microsoft Project, SPSS, Epi Info,
• Capacity building/training experience is a plus,
• Ability to work in a fast-paced teamwork environment to meet required deadlines,
• Excellent communication and presentation skills.
