The Compliance Officer prepares and oversees the Regulatory Authority Compliance Program, providing guidance for the Director and Commissioner on matters relating to compliance. The Compliance Officer is authorized to implement all necessary actions to ensure achievement of the objectives of an effective
compliance program. The position ensures that operators are in compliance with the licenses orders, rules and regulations of the LTA, that license policies and procedures are being followed, and that activities in the telecommunications sectors meets the Liberia Telecommunications Authority set regulations

JOB DESCRIPTION:
• Develops, initiates, maintains, and revises policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper behavior on the telecom market. Manages day-to-day compliance operations.
• Develops and periodically reviews and updates Compliance to ensure continuing feedbacks and relevance in providing guidance to the SDMS department and Commissioner.
• Collaborates with other departments to direct compliance issues to appropriate existing channels for investigation and resolution. Consults with the SDMS department and LTA attorney as needed to resolve difficult legal compliance issues.
• Responds to alleged violations of licenses orders, rules, regulations, policies, procedures, and ethics by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.
• Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues and provides general guidance on how to avoid or deal with similar situations in the future.
• Provides reports on a regular basis, and as directed or requested, to keep the SDMS Director and Commissioner informed of the operation and progress of compliance efforts.
• Ensures proper reporting of violations or potential violations to duly authorized department as appropriate and or required.
• Works with the SDMS Department as appropriate to develop an effective compliance training program, including training for all employees in the department on compliance matters.
• Monitors the performance of the Compliance Program and related activities on a continuing basis, taking appropriate steps to improve its effectiveness.

QUALIFICATIONS & EXPERIENCE:
• A Bachelor’s degree in any related field required.
• Master’s desired and a minimum of 4 years experience in the Telecommunications Sector, or at least 5 years in related fields to include demonstrated leadership skills and abilities.
• Familiarity with operational, financial, procedures and regulations is a must.

OTHER REQUIREMENTS:
• Strong commercial focus.
• Prior exposure or ability to develop a strong understanding of Compliances.
• Effective and persuasive communication skills.
• Strong understanding of and ability to implement effective preventative and detective controls in all areas of responsibility.
• To convey compliance adherence principles and practices to a wide variety of the SDMS Department in a way that leads to acceptance and adoption of those principles and practices, and change management.
• Excellent communication skills, both written and verbal.
• Ability to tolerate ambiguity and to remain flexible under pressure.
• Ability to reflect and maintain integrity.
• Ability to acclimate and be successful in the SDMS Department
