JSI Law Fellow, Natural Resource Governance Job Vacancy in Monrovia, Liberia

Make a difference in an emerging democracy. Liberia
is a small, coastal nation in West Africa with a complex history and a
promising future. The Government of Liberia (GoL), working in cooperation with
JSI Research & Training Institute, Inc. (JSI) seeks a legal professional
with a strong background in natural resource governance to serve as a Law
Fellow in Monrovia, Liberia. The Law Fellow will help to fill a critical
institutional capacity and human resource gap left as a result of 14 years of
civil unrest. The role of the Fellow will be to contribute to strengthening and
enhancing the effectiveness of the GoL by providing senior Liberian government
officials with effective and robust support. Liberians are especially
encouraged to apply.
Duties: Working under the direct supervision of the
Legal Advisor to the President of Liberia, you will take a leading role
analyzing issues, contracts, and laws that pertain to the governance of natural
resources in Liberia. The vast quantities of iron ore and other mineral,
forestry, agricultural and, potentially, oil resources in Liberia are governed
through a variety of legal and regulatory measures, but there is consensus
around deepening and broadening the regime of governance. You will assist in
the negotiating and monitoring of foreign investment agreements. You will help
craft policies to manage Liberia’s resource rents. One of your roles will be to
help draft and review legislation. While natural resources continue to drive
the economy and will therefore make up the majority of your portfolio of work,
you should be prepared to assist on any question or issue that comes before the
Office of the Legal Adviser.
These questions are incredibly diverse, ranging
from general commercial law to constitutional interpretation.
Liberia Fellows are placed in senior, strategic
positions inside the Government of Liberia by President Ellen Johnson Sirleaf.
They work at the highest level of government, typically supporting a senior
minister, but with their own portfolio of deliverables. The one-year fellowship
covers all living expenses, health insurance, and transportation, as well as a
modest stipend to enjoy life and travels in Monrovia, Liberia. This position is
funded by Humanity United.
Qualifications:
  A law
degree, admitted to the bar in a common law jurisdiction, and ideally four
years’ experience in natural resource laws. Experience in petroleum or mining law
is an advantage.
  Excellent
research and writing skills along with the ability to anticipate problems,
initiate action, and take ownership of resolving assigned issues in a timely
manner.
  Complete
confidence with, or at least comprehensive fluency in, quantitative methods and
statistical analysis.
  Expertise
in economics, agriculture, trade policy and commercial law are especially
desirable.
  High
ethical, moral and personal standards in decisions, communications, actions,
and when dealing with others.
  A team
player capable of multi-tasking and independently prioritizing and handling a
number of matters concurrently to satisfactory completion.
  Ability to
take direction and guidance well and flexibility to assist on projects that may
be outside immediate area of responsibility.

Willingness to travel and spend time in rural areas working with county
Government officials.
  Prior
experience in working in developing countries is highly desirable.
  Familiarity
with the history, culture and political-economic environment of Liberia.
Benefits: Fellows will be employed by JSI, a
leading international public health organization, but will report on a daily
basis to the relevant senior government official. Fellows will receive a
stipend of $35,000 with a $500 monthly housing allowance, $500 monthly
transportation allowance, international health and evacuation insurance, and
will be expected to work in Monrovia for one year, with the possibility of an
extension for a second year. In addition, the program will provide an economy
class round trip ticket. Fellowship assignments will begin as soon as possible.
Fellows will be expected to complete a short paper on their experience by the
end of their assignment.
