Supply Chain Management System (SCMS) is implemented by The Partnership for Supply Chain Management (PSCM) under a USAID contract as part of the President’s Emergency Plan for AIDS Relief. SCMS, managed in Rwanda by John Snow, Inc. (JSI), will provide quality medicines, strengthen or establish secure, reliable, cost-effective, and sustainable supply chains, capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS assists the Rwanda Biomedical Center (RBC) MPD Division, to enhance their supply-chain capacity; to ensure accurate and timely distribution of HIV/AIDS commodities to provide quality, affordable, health care products to those who need them. To this end, SCMS seeks to recruit an LMIS Project Manager to oversee the Implementation of the Logistics Management Information System (LMIS) strategy in Rwanda in collaboration with MPD.

RESPONSIBILITIES

Overall Functions/Responsibilities:
The overall responsibility of the LMIS Project Manager is to provide technical leadership, management and coordination support to the Rwanda Biomedical Center (MPD Division), and the Rwanda ICT board in the functions of LMIS Project planning and implementation including the use of the SDLC process, vendor and stakeholder management, in alignment to the desired system performance objectives of MPD/Rwanda ICT board in a timely and cost-effective manner.

Specific responsibilities will include, but are not limited to the following:
• Lead the implementation of all technical components of the SDLC process as outlined in the LMIS project SOW.
• Define and manage the project technical requirements and plans in coordination with the Rwanda ICT board and project implementation team.
• Manage the principal vendor and associated contractor(s).
• Engage stakeholders (Rwanda ICT board, USAID, SCMS, MPD, and GF) in the development of a roadmap for the successful realization of a national LMIS for Rwanda.
• Develop a project implementation plan based on the MPD LMIS strategy and project goals.
• Define benchmarks and KPIs for monitoring and optimization of the system performance.
• Oversee the completion of subcontractors’ responsibilities and manage project budgets as necessary.
• Lead the coordination and integration of both technical and management aspects of the project from initiation to closure.
• Engage client staff resources, mobilize commitment, and routinely keep the client, project implementation team, and other stakeholders regularly updated on all aspects of project progress.
• Manage client expectations of the project implementation timelines and deliverables.

QUALIFICATIONS
The following minimum qualifications are required for this position:
• Master’s degree in management information systems, or a combination of education and relevant experience in MIS project management, organizational development, change management or supply chain management
• Knowledge and working experience with nationwide/ERP system design and development.
• Ten or more years work experience in technology-centric project implementation, change management, and operational support
• Past experience with SDLC (software/systems development life cycle), PMBOK (Project management body of knowledge)
• Good knowledge of donor supported projects preferably USAID and host government regulated work environments.
• Five or more years management experience with supervisory and budgetary responsibility
• Strong consulting, facilitation, stakeholder management and client and vendor relations management skills
• Expertise in one or more of the following: ERP, WMS, LMIS, finance or procurement systems
• Team player with a flexible and adaptable approach to work and a positive attitude
• Strong interpersonal communication, presentation, and facilitation skills
• Strong technical and business writing skills in English
• Training and experience in project management methods and software
• International work experience preferably in Africa

SUPERVISION AND REPORTING
The LMIS Project Manager is principally accountable to and reports to the Rwanda ICT board and the designated stakeholder group. The LMIS project manager is advised and supported by the SCMS MIS Lead Technical team.

Salary commensurate with experience.
