Background and Objective of the Recruitment
In line with the vision 2020, the Government of Rwanda has set in its Strategic Plan the target to increase access rate to electricity from the less than 15% to 50% by the year 2017 to serve as an engine for socio-economic development of the country. Power supply is and will be developed from all possible sources of energy in the country; from hydropower resources, Methane Gas of the Lake Kivu, Geothermal and Peat Resources etc.

It is expected that a cumulative total installed capacity of 1000 MW will be achieved by 2017 developed from the above mentioned energy sources.

The implementing agency for Energy Projects and Programs currently the Min¬istry of Infrastructure is facing shortage of capacitated human resources. It is in this regard that the Ministry of Infrastructure is looking for self motivated local experts, in different fields in order to occupy different posts available in the Energy Sector in order to join and complement the existing team.

TITLE: Senior Hydro Civil Engineer
Under the guidance of Chief Hydropower Engineer, the Senior Civil Engineer shall be responsible for the following:
1. Day to day follow up and supervision of all hydropower projects, guide the contractors on the requirement of contracts all the way to the completion of the projects as well as supervise and delegate authorities to his/her subordinates.
2. As appropriate, assist the appointed consultant in seeing that: The hydropower civil works are built as per engineering acceptable designs and drawings and as were approved in the contract.
• The contractors follow all construction norms/standards and as specified in the contracts thereof.
• Oversee ordering of materials and equipment by contractors, and ensure that they meet technical specification.
• Check quality and quantity of work done and issue/approve certificates of interim and final payments.
• Assess the qualification and experience of contractors’ staff and see to it that they meet requirements as may be stipulated in their offer/con¬tract.
• Ensure that the contractors abide to law and regulations governing construction industry in Rwanda.
3. Coordinate the works of various contractors In Hydro power projects and ensure that they receive all appropriate instructions and information re¬quired for execution of their contracts.
4. Issue necessary detailed information, instructions and clarifications as may be contained in the drawings, specification or any part of contact as may be deemed necessary for smooth running and completion of the project.
5. Assess and settle claims and disputes that may arise between consultants and contractors where possible, and report the proceedings thereof to the ministry.
6. Keep proper records of contracts, correspondences, payments, minutes of the meetings for both contractors and consultants and that of approved drawings and laboratory tests of all Hydro power projects.
7. Ascertain the final value of work done under various contracts
8. Report regularly to the ministry/agency through Chief Hydropower Engi¬neer on projects progress.

Qualifications and experience
• Bachelors/Masters degree in Civil Engineering from accredited university/ college,
• An incumbent will have a minimum of between 6-10 years of experience with prior work done on infrastructure projects and sound knowledge of engineering fundamentals.
• Prior Managerial experience between 2-4 years
• Excellent planning, organizing and managing engineering projects
• Work experience in contract development, contract negotiations, adminis¬tration and contract management
• Experience in inspecting construction projects and evaluation of contractors’ works to detect design malfunction and ensure conformance to speci¬fications and applicable codes
• Experience in financial control and management of engineering projects
• Significant knowledge of hydraulics and hydrological aspects of hydropower projects
• Experience of spillway capacity design and spillway hydraulic performance analysis and hydraulic design of channels, tunnels, intakes and other water¬ways
• Good interpersonal and communication skills to work effectively within multi-disciplinary environment,
• Ability to write effectively in English to furnish reports and to prepare busi¬ness development materials including proposals.
• Demonstrated ability to successfully undertake and deliver Employer’s TOR
• Co-operative and flexible work style to work in a team environment,
• Willingness to learn new skills and acquire new knowledge,
• Ability to apply new knowledge, and Able to work under pressure.
