IRC Project Manager, Legal Aid Officer and Capacity Building Officer Jobs Vacancies in Rwanda

The International Rescue Committee (IRC), a renowned
international humanitarian agency,
would like to inform interested candidates
about full time job vacancies available for
the Access to Justice project funded by the Dutch Ministry of Foreign
Affairs in Kayonza & Ngoma Districts.

The project « Enhancement
of Justice & Security at local level » is part of the Governance &
Rights program implemented across Rwanda and Burundi. The project will aim to improve human and community
security through increased citizen access to justice and security in Ngoma and
Kayonza Districts of Eastern Province.

PROJECT MANAGER (1)
Duration : 1 year renewable, full time
Location: Kibungo, Ngoma district, travels to
rural communities in Ngoma and Kayonza districts, as well as to Kigali.
Main
responsibilities: Project management
·        
Effective daily implementation of the project in the field
including planning and operational implementation of the activities, reporting,
monitoring & evaluation under the guidance of the Governance & Rights
Coordinator and the supervision of the Rwanda Program Director.
·        
Leadership and management of staff.
·        
Support to 2 CSO partners in charge of implementing legal
awareness-raising and legal aid activities.
·        
Financial planning and follow-up of the activities.
·        
Coordination with local stakeholders.
Qualifications:
·        
At least 5 years of experience in project management, including at
least 3 years of specific experience in access to justice programming or
conflict resolution
·        
Bachelor in Law (Master is an asset) ; good knowledge of
human rights standards, Rwandan land law and family law; good knowledge of
alternative dispute resolution methodologies
·        
Working experience at community level with vulnerable groups and with
security forces. And working experience and/or knowledge of GBV issues is an
asset.
·        
Good communication skills; strong writing & reporting skills,
and ability to work with a wide range of actors, including local authorities
·        
Excellent IT skills (Word, Excel Power Point, Access, Internet,
Outlook)
·        
Fluent in Kinyarwanda, English and French
·        
Driving license B
·        
Knowledge of Eastern Province is an asset
LEGAL AID OFFICER (1)
Duration : 1 year renewable, full time
Location: Kibungo, Ngoma district, frequent
travels to rural communities in Ngoma and Kayonza districts.
Main
responsibilities: Legal capacity building
·        
Providing technical inputs to project staff and CSO partners on
Rwanda laws, international human rights standards and mediation techniques for
the design of training modules and awareness-raising activities.
·        
Supporting CSO partners in implementing quality awareness-raising activities
on rights for the communities and providing on-going technical support to
Abunzi and MAJ.
·        
Taking part in the assessment of targeted communities and Abunzi
on legal knowledge and mediation skills.
·        
Co-lead the training sessions for Abunzi and MAJ through ToT
methodology on Rwandan laws, international human rights standards.
·        
Under the guidance of the Project Manager and the Governance &
Rights Coordinator, establish the monitoring of sample mediation sessions done
by Abunzi to assess compliance with national laws and international human
rights norms.
·        
Providing support on organizing accountability sessions with
Abunzi and the populations, and liaising with lower courts.
·        
Co-leading on awareness-raising sessions on human rights for local
security agents.
Qualifications:
·        
At least 3 years of experience in access to justice programming or
conflict resolution in Rwanda
·        
Bachelor in Law; good knowledge of human rights standards, Rwanda
land law and family law; good knowledge of alternative dispute resolution
methodologies.
·        
Working experience with local mediators and/or with security
forces and knowledge of and/or working experience on GBV issues is an asset
·        
Proven ability in capacity building (training, awareness-raising,
mentoring/coaching)
·        
Good communication and writing skills

·

CAPACITY BUILDING
OFFICER (2)
Duration: 1 year renewable, full time
Location: Kibungo, Ngoma district, travels to
rural communities in Ngoma and Kayonza districts.
Main responsibilities: Capacity-building to civil society and
justice & security stakeholders
·        
Designing training modules and awareness-raising activities in
collaboration with CSO partners and/or the Legal Aid Officer, Leading
capacities assessment of the CSO partners and developing a capacity-building
plan.
·        
Providing technical and organizational capacity building to CSO
partners and on-going support throughout the project implementation, from
activities and budget planning to reporting and monitoring & evaluation.
·        
Co-lead the training sessions for Abunzi and MAJ through ToT
methodology on Rwanda laws and international human rights standards, and
mediation techniques.
·        
Participating in the monitoring of sample mediation sessions done
by Abunzi to assess compliance with national laws and international human
rights norms and measure progress over time.
·        
Assisting with awareness-raising sessions on human rights for
local security agents.
Participating in
organizing multi-stakeholders workshops and identifying lessons learnt
Qualifications:
·        
At least 3 years of experience in capacity-building, education for
adults or community empowerment; proven skills in training methodologies
·        
Bachelor in Education or related field
·        
Proven experience in building financial, technical and
organizational capacities of local CSOs
·        
Working experience in training, mentoring, awareness-raising or
information dissemination in the justice or conflict resolution fields
preferred
·        
Basic knowledge on international human rights standards and Rwanda
law on land and family is an asset
·        
Good communication skills; strong writing & reporting skills,
and ability to work with a wide range of actors, including local authorities
·        
Good IT skills (Word, Excel Power Point, Access, Internet,
Outlook)
·        
Fluent in Kinyarwanda, English and/or French
·        
Driving license A
