Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

General Function, Duties and Responsibilities:
Under the overall supervision of the Project Manager and the direct supervision of the designed Project Coordinator, the successful incumbent will be responsible for the implementation of the Project activities at district level.

Essential functions will be as follow:
1. Establish and maintain good contacts and relationships with Local Government Authorities and Community Leaders to facilitate socio-economic reintegration of returnees, as well as of other vulnerable groups;
2. Represent IOM at district level and facilitate the daily implementation of the project activities as per worpkplan;
3. Collect information on the ground on target beneficiaries and their priority needs, market demands and other opportunities, etc., and provide relevant contacts and information on potential local partner institutions;
4. Organize meetings relevant to the project activities with District Officers and other partners (i.e. Civil Society Organizations, Community-Based Organizations, Local NGOs, UN Project Staff, Community Leaders, etc.).
5. Make minutes of all meetings held at district and community levels, and draft brief updates on a bi-weekly basis and progress reports on a monthly and quarterly basis and share with other field staff;
6. Develop a good understanding of reintegration assistance to the target beneficiaries (i.e. returnees and other target vulnerable groups) and the implementation strategies in close coordination with District Officers;
7. Support the District Officials in the selection of beneficiaries and partner skills training institutions (STIs);
8. Consult frequently with the District Social Welfare Officers, and Sector Officials and other partners engaged in community development, and liaise with all partners to keep them informed about the progress of the project;
9. Undertake regular field visits to the returnees’ communities to monitor implementation of project activities;
10. Up-date the Project Team on a regular basis regarding project progress and hand a weekly report;
11. Promote a harmonious working relationship with all partners working at District and Community levels;
12. Identify further areas of intervention for IOM and MIDIMAR in the future based on needs identified by local government authorities, NGOs, community-based organizations and other international locally based partners;
13. Keep good communications and exchange of information with other Field Assistants and Head Office;
14. Supervise and closely monitor the daily training sessions organized for project beneficiaries at the Skills Training institutions (STIs) and prepare monthly reports on the same.
15. Ensure STI’s monthly reports are compiled and sent to IOM Head Office in Kigali without any delays.
16. Perform any other duties as maybe required from time to time.

Desirable qualifications:
a) Advanced diploma in social sciences, economics, Agronomics, community development or other related;
b) Minimum three (3) years working experience, preferably in the field of reintegration of returnees, community development or other related fields; working experience in an international environment is an asset;
c) Experience with IOM in project implementation, administration, government relations and capacity building;
d) Experience in community development work and work at grass root level and proven ability to negotiate in favor of the Organization (IOM) and Project Beneficiaries;
e) Good understanding of socio-economic reintegration of returnee and other vulnerable groups;
f) Excellent knowledge of vocational and skills training institutions and capacity building activities;
g) Good relationship with local government officials and strong reporting skills;
h) Computer skills in Microsoft Office, Internet and Electronic Mail; and Valid driving license (2 years) is an asset;
i) Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse cultural and professional backgrounds;
j) IOM functional competencies required: Effective communicator, successful negotiator, active/quick learner, team player, and cross-cultural facilitator.

Languages: Thorough knowledge of English and French as well as fluency in Kinyarwanda

This position is only available for Rwandan nationals.
