The International Training and Education Center for Health (I-TECH) has an outstanding opportunity for a Deputy Country Director for Capacity Building. As a member of the I-TECH Tanzania Senior Management Team, the Deputy Country Director for Capacity Building works closely with the Country Director, the Deputy Country Director of Health Systems, and the Deputy Country Director of Operations in all key functional areas of the organization (representational, strategic, programmatic, human and financial resources, administrative). This team works closely with the Global Health Programs Team Leader for Tanzania based in the headquarters office (Seattle, WA).
This position will provide:
Program Leadership and Oversight (30%)
• Recommend and support development of new program strategies or products that reflect I-TECH’s strategic vision and goals in Tanzania.
• Maintain oversight and provide support to program directors and managers to ensure effective implementation of program strategies and activities, particularly related to the Pre-Service (PS) and Distance Education (DE) programmes. Provide support and guidance to Training Development Director (TDD), Quality Improvement (QI) Director, programme managers in the effective coordination of training design and quality improvement work in the country office.
• Support TDD and managers to plan, develop, operationalize, and monitor annual work plans in collaboration with the senior management, directors, clinical advisors and HQ staff. .
• Support programme directors and managers to develop, monitor, review and revise project budgets including coordination/liaison with operations, HR, and Finance.
• Support effective working relationships between program, QI, and clinical teams to improve overall programming and ensure high standards are met in I-TECH’s work
• Support Directors and managers to ensure an effective quarterly work plan and financial review process and ensure that plans and budgets are updated based on results.
• Support Directors and Managers to develop and apply quality improvement strategies to the DE and pre-service projects in collaboration with QI Director and HQ staff
• Provide leadership and strategic direction related to transitioning of programmes to the MOHSW; and in repositioning.
Communication and Resource Development (30%)
• In coordination with HQ, Country Director and Deputy Country Director, Health Systems, serve as I-TECH liaison with the USG team (funders), MOHSW and implementing partners in strategic discussions and around programmatic activities particularly on transition and sustainability.
• Cultivate strategic relationships with USG funding agencies and other key donors, MOHSW partners, team members, global and regional institutions, private sector entities, government ministries and other stakeholders for the smooth implementation of projects’ activities, harmonization of efforts to support Tanzania’s health care workforce training programmes, and to position I-TECH as a provider of technical assistance in health systems strengthening.
• Build capacity and provide technical assistance on grants management, resource development and grant writing.
• Represent I-TECH’s interests to the public and to professional counterparts through meetings, conferences and presentations.
• Create and foster a reputation of quality and performance with collaborating institutions.
Capacity Development, Mentorship and Staff Supervision (30%)
• Lead development and implementation of a comprehensive capacity development plan, addressing needs within the country office as well as among local entities to whom I-TECH programs will be transitioned
• Supervise and mentor TDD, QI Director, and Clinical Advisor based on transition/capacity building plan.
• Participate in annual performance reviews for staff supervised, and provide documentation of the review process for employee file.
• Identify opportunities for development of I-TECH Tanzania staff and other project collaborators, and support access to these opportunities.
Other duties as assigned (10%)
This position is 1.0 FTE, based in Dar es Salaam, Tanzania.
Requirements:
• Master’s Degree in Public Health, Education, Social Work, International Development, or other closely related field AND 6-8 years of comparable work experience, including supervisory and leadership roles, with at least 2-3 years in resource-poor international settings
• Knowledge and experience in the field of Pre-Service medical education strengthening and reform (curriculum and faculty development, accreditation, innovation in student learning, etc)
• Knowledge and experience in the development of training materials, adult learning, and management of complex training programme deliverables.
• Fluency in English (reading, writing, speaking)
• Experience working in international team settings
• Strong organizational, electronic file management, and computer skills including MS Office, Power Point, Excel and Access
• Experience with leading complex, multi-faceted projects
• Experience of managing large project budgets
• Demonstrated ability to facilitate communication between professionals with a variety of cultural backgrounds in a respectful and diplomatic manner and to enhance effective partnerships
• Ability to work collaboratively with colleagues across teams, donors and government partners
• Successful public presentation skills and writing skills
• Commitment to building personal and organizational capacity
