OVERVIEW/SUMMARY
To
assist the Health Manager to implement effective, efficient and quality primary
health care and nutrition services in the refugee settlement in Lamwo and the
surrounding host community. These services include the delivery of clinical
services at the IRC run health facilities, and community based health program
in the refugee settlement. The main objectives will include: monitor the
delivery of clinical services at the health facilities, these also include
reproductive health services, nutrition, expanded program on immunization
services and community based health care; ensure that the stocks of essential
medicines and supplies are well monitored and used rationally used for the
benefit of the communities we serve; ensure that laboratory services are
functional and running well; and provide timely, complete and accurate periodic
services reports.
SPECIFIC
RESPONSIBILITIES:
  • Provide
    comprehensive evaluation and delivery of health services to persons of
    concern according to ministry of health guidelines and protocols and the
    UNHCR public health strategy.
  • Coordinate
    integrated service delivery at the health facilities in the outpatients
    and inpatient units that will include, but not limited to mental health,
    non-communicable diseases, nutrition, HIV care and reproductive health;
    and coordinate the integrated community outreaches.
  • Conduct
    daily ward rounds for the patients in the in-patient wards and attend to
    all medical and surgical emergencies while on duty.
  • Ensure
    consistent and timely collection, utilisation and reporting of community
    health and facility-based health data.
  • Ensure
    adequate health team coverage of the clinics and rational prescription and
    use of medicines and supplies.
  • Monitor
    availability of medical drugs and supplies and promptly alert the Health
    Manager in the on short falls and needs for re-stocking of supplies.
  • Coordinate
    clinical audits, patient chart reviews and mortality audits as part of
    continuous learning and improvement of the delivery of health services.
  • Identify
    training needs and provide just-in-time training and mentorship of
    multi-disciplinary health care teams.
  • Promptly
    evaluate patients for referral and follow up to ensure that services are
    accessed at the points of referral.
  • Support
    the implementation of emergency reproductive health services including
    basic emergency obstetric and neonatal care.
  • Co-ordinate
    with district health authorities, UN agencies, NGOs, and other agencies to
    avoid duplication of services in the settlements and to optimize health
    outcomes through increased access to life saving interventions.
  • Actively
    participate in mobilizing and educating the refugee community through the
    community health department to adopt health promoting behaviors.
  • Represent
    the health programme and maintain effective and cordial relationships with
    District Health authorities and other district officials, UN agencies,
    community leaders and other NGOs.
  • Participate
    in conducting disease surveillance activities and managing any possible
    disease outbreaks.

practices and business of IRC acquired in the course of duty, to any other
person or organization without authority, except in the normal execution of
duty.
Note:

The role of the Medical Officer cannot be limited to the specific duties and
tasks detailed herein. The success of the IRC’s humanitarian mission is the
highest priority and all issues which arise must be addressed accordingly. Therefore,
S/he will be required to manage all unforeseen issues and circumstances and
remain flexible to perform any other duties, as and when required.
REQUIREMENTS/
QUALIFICATIONS:
Education
  • A
    Bachelor degree in Medicine and Surgery.
  • Must
    be registered by the Medical and Dental Council of Uganda.
Experience
  • At
    least two year experience in providing primary health care services in
    rural districts.
  • Knowledge
    and/or experience in implementing primary health care services in
    emergency settings is an advantage.
  • Have
    working experience in medical data compilation and report writing.
Skills
and Abilities
  • Have
    a good track record in management of common clinical ailments.

Good analytical, monitoring and evaluation skills and the ability to write good
quality proposals and reports in English.
·
Good networking and coordination skills – NGOs, UN and government agencies.
·
Good organisational, negotiation, interpersonal and communications skills with
ability to build and lead a team.
·
Flexible, reliable, culturally sensitive and with the ability to work in
isolated and stressful environments and under pressure, and able to work with
minimal supervision.

Language Skills: English. Knowledge of local Acholi language is an
advantage
