organizations, supporting communities in transition in over 28 countries. The
IRC has been present in Liberia since 1996 and is a leader in the health
sector. The IRC supports hospitals and primary health care facilities across
three counties. It ensures access to vital medicines and quality medical care
at all facilities in accordance to the Ministry of Health and Social Welfare
(MOHSW) national standards. The IRC’s emergency obstetric and neonatal care
(EMONC) program supports the MOHSW’s efforts to reduce maternal and neonatal
mortality, as outlined in the national strategy, through provision of
comprehensive EmONC services. Additionally, the IRC currently implements a
project that integrates family planning services into routine primary care. The
IRC seeks a Community Health Technical Advisor for a forecasted project
focusing on providing support to integrated community-level health services and
activities. The Community Health Technical Advisor will provide overarching
technical guidance for all activities under the project, including ensuring
sound quality of community health approaches and alignment with the MOHSW
policies and priorities. This position is contingent on IRC being awarded
funding.
- Responsible
for overseeing the overall quality of community-based service provision
and ensuring that services provided meet internationally-recognized
standards; - Responsible
for ensuring quality of training provided and that training curriculum
complies with MOHSW requirements as well as international standards; - Oversee
training needs assessments conducted in targeted counties; - Provide
leadership in the development or adaptation of service delivery
models/systems which allow for expansion of community-based service
provision while promoting technical quality of care; - Identify,
document and disseminate best practices; - Advocate
and collaborate with MOHSW to incorporate best practices and international
standards in community health; - Provide
expert contribution to the development or adaptation of national policies,
guidelines and standards that promote quality community service provision
in Liberia and that comply with internationally-accepted norms and
standards; - Act
as the main link between the project and the MOHSW, as well as with other
health sector stakeholders; - Provide
technical support to field-based health staff;
- Medical
degree (MD, PA, RN, midwife) and/or a Master’s in Public Health; - At
least seven years’ experience in design and implementation of health
programs in developing countries; - Demonstrable
technical expertise and working knowledge of integrated community health
approaches, preferably in a post-conflict environment, preferably Africa; - Proven
track record of successfully providing technical assistance to and
monitoring and evaluation for large-scale community health programs; - Technical
expertise in curriculum development, training needs assessment, and
training facilitation, as well as monitoring and evaluation of trainees; - Proficiency
in English; - Availability
to travel in the country for up to one third of his/her time - Good
writing, communication and organizational skills; - Knowledge
of common software (MS Office); - Previous
work experience in Liberia.
