International Rescue Committee Hospital Administration Manager Job Vacancy in Liberia

The IRC is one of the largest health care implementing partners in Liberia. It supports 7 hospitals and more than 40 clinics and primary care services as well as health activities in two refugee camps. Following a year and a half of assistance, the IRC is currently implementing a 15-month phase out plan at Tellewoyan Memorial Hospital (TMH) in Voinjama, an approximately 100 bed public hospital in Lofa Country near Liberia’s northern border with Guinea and Sierra Leone. During this time, the IRC is working to hand-over responsibility of all key hospital functions to the TMH administration in coordination with the project funder, the Swiss Development Corporation (SDC), the Lofa County Health Team (CHT), and the Ministry of Health and Social Welfare (MOHSW).

The IRC seeks a Hospital Administration Manager to implement the transition to an independent Tellewoyan Hospital. This position requires a demonstrated track record in hospital administration, with a specific focus on logistics and administration. Furthermore, the position requires strong facilitation, mentoring and partnership skills. Specific aspects of the job include in-depth knowledge of drug and fuel supply management, vehicle and equipment maintenance as well as human resource management. The manager supervises a team of two administration and logistics staffers and an IRC physician responsible for building public health capacity of the hospital.

Core Responsibility:
• Ensure project achieves deliverables of knowledge transfer including hand-over of drug, fuel and human resources management without subsequent shortages in medicines, power or staff.
• Develop and/or revise SOPs in key administrative functions, and train and mentor staff in putting these to use.
• Establish strong working relationship with hospital administration, implementing a partnership approach to training and capacity building.
• Manage 1.25 million dollar annual budget, ensuring on-time purchasing of essential supplies and accurate projections of expenditures with neither over or under-spending of budget
• Produce quality donor reports, including quarterly reviews of project performance against set health care indicators and annual report summarizing all progress to date.
• Organize the IRC-TMH team, serving as the liaison between it, the TMH administration, CHT and IRC leadership in Monrovia

Minimum Qualifications:
• Advanced degree in public health, hospital administration or engineering, with demonstrated experience in hospital administration, logistics and administration.
• At least two years of experience in hospital administration in an applicable international context, including planning, training, resource management, budgeting, monitoring and evaluation.
• Logistics expertise in drug and fuel supply chain management, power generation and human resources administration
• At least two years of experience working in a developmental context
• Excellent written and oral communication skills
• Able to problem solve and work with a variety of people in different contexts.
• Independent, self-motivated, confident, interested in learning and committed to excellence
