Seeking
International and Malawian Evaluators for Early Reading and In-Service Teacher
Training
International
Business & Technical Consultants, Inc. (IBTCI) is responding to a request
from USAID/Malawi for proposals to conduct an evaluation of the Malawi Teacher
Professional Development Support (MTPDS) Project.  MTPDS is a project that
seeks to improve early grade reading among Malawian children nationwide through
Continuous Professional Development – 34,000 teachers have been taking part in
these in-service training courses – and, on a test basis, teachers and students
in seven districts have been receiving additional support in reading.
We
are seeking individuals with advanced degrees in relevant fields to serve on a
team evaluating this project.  Work in the field will likely take place
partly in December, but mostly in January and February.  Members of the
team should have the following skills, although every member does NOT need to
have every skill: 
i.
         Knowledge of evaluation
methods, data collection, analysis, synthesis, and interpreting data to develop
findings, conclusions, and recommendations.
ii.
        Broad knowledge of education sector
structures, systems, and policies in Malawi, particularly in literacy
development, reading, policy analysis and institutional development and
capacity building.
iii.
       Prior experience in writing and producing
evaluation reports or similar documents.
iv.
       Experience conducting cost effectiveness
in education evaluations.
v.
        Close familiarity and knowledge of
teacher training models and the theory linking teaching practice to student
outcomes.
vi.
       Experience in qualitative and quantitative
methods, including classroom observations.
vii.
      Broad-based knowledge and experience with
Malawi’s political and educational context.
viii.
     Chichewa and English language skills. 
The
Team Leader should have: 
–      
Minimum of five to seven years of conducting evaluations, preferably within the
education sector. Experience working in education development including hands
on experience with literacy development, education assessments and continuous
professional development for primary school teachers would be recognized as
significant strengths of the proposed Team Leader or should be seen as key
complements in the other key personnel.
–      
Substantial experience in managing a team using mixed research methods and
approaches.
–      
Experience as team leader in research and evaluations of similar magnitude
–      
Demonstrated professional writing and presentation skills.
–      
Fluency in English. 
The
Deputy Team Leader should have: 
–      
Minimum of four to six years of conducting evaluations, preferably within the
education sector. Experience working in education development including hands
on experience with literacy development,
–      
education assessments and continuous professional development for primary
school teachers would be recognized as significant strengths and should be seen
as complementary to the Team Leaders skills.
–      
Substantial experience in research and evaluations of similar magnitude,
especially in the past two years
–      
Demonstrated professional writing and presentation skills.
–      
Fluency in English. 
At
least one of the Team Leader or Deputy Team Leader must also be fluent in
Chichewa.  While we have a preference for evaluators from Malawi,
qualified applicants from or in other countries in the region are also invited
to reply.
