Coordinator – Strenghtening the Child Protection System in Honduras (Sistema de Protección
Integral para la Niñez y Adolescencia Hondureña) (Tegucigalpa Honduras)
Founded in 1994, the
International Bureau for Children’s Rights is a Montreal-based non-governmental
organisation that has special consultative status with the Economic and Social
Council of the Unite
d Nations (ECOSOC). The IBCR is a centre of technical
expertise, and through its interventions it strengthens and builds the capacity
of those who work directly with children, including social workers,
representatives of security and defense forces, members of the judiciary, civil
society groups, organisations in the formal and informal private sector and
decision-makers in Canada and abroad. Through its work, the IBCR supports the
efforts of its partners to bring about structural reforms which lead to
professional practices that reflect greater respect for the rights of the
child.
Brief
description of the position:
The International
Bureau of Children’s Rights (IBCR) seeks a dynamic professional to lead a
project which seeks to strengthen the capacity of competent authorities –
specifically DINAF, the police, and the judiciary – to improve protection
system for children in Honduras. The
candidate will be based in Tegucigalpa, but will be required to make regular
trips to IBCR headquarters in Montreal (Canada).
Qualifications
and skills:
· Undergraduate
studies in law, international development, social sciences, project management,
or a related field
· Proven experience
(minimum three years) in project management (administration, finances and human
resources)
· Significant
previous experience working in Latin America (preference in central America)
· Previous
experience collecting and analysing data
· Previous
experience in drafting and facilitation of workshops and training kits
· Good command of
results-based management and monitoring and evaluation as key elements of
international development programming
· Ability to
establish, maintain and strengthen healthy and constructive institutional
relationships with a variety of interlocutors (e.g. government officials,
international organisation representatives, UN representatives)
· Excellent
organisational skills and ability to coordinate the logistics and
administration of numerous workshops, trips and activities
· Strong research
and writing skills
· Fluency in Spanish
(oral and written) and English
· French a plus
· Ability to plan
its own work and meet deadlines
· Motivation,
leadership skills and other qualities required to coordinate the work of
experts or assistants
· Good professional
judgment, sense of responsibility and ability to properly handle sensitive and
confidential information
· Excellent
interpersonal skills, sense of humour and ability to adapt quickly and work in
a multicultural and multilingual environment
· Availability to
travel within Honduras, and to Canada as required
Assets:
· Sound knowledge of
gender and development
· Good understanding
of issues related to human and children’s rights
· Sound knowledge of
the functioning of the UN system, international organisations and agencies
active in the field of child protection
· Good knowledge of
Honduras and the functioning of national institutions
· Previous
experience in the field of training, the development of training tools and the
development of standard operating procedures (SOPs).
Main
responsibilities and tasks:
The selected
candidate will be called on to perform the following functions:
· Operationalise,
with the support of the IBCR team, the implementation of project initiatives.
This includes research, report writing, the identification of training needs,
the development of training modules for a variety of actors in the child
protection system, the facilitation of workshops, monitoring committees and
working groups, the preparation and facilitation of training sessions for
trainers, and advocating for the introduction of child-friendly training
modules in the curricula of training schools (police, justice , DINAF);
· Manage the hiring
of collaborators (including consultants and trainees) as well as the
coordination and supervision of their work;
· Represent IBCR
within the project Consortium and participate to all required meetings with
partners and/or donor to ensure project implementation.
· Contribution of
the production of the narrative and financial reports to be developed under the
project;
· Budget tracking
according to targets for local expenses;
· In charge of the
administration and logistic of all local activities;
· Establish and
sustain excellent institutional relationships with government officials,
international organisations and NGOs. **
