POSITION OVERVIEW:
The Director of Finance and Administration will provide key leadership and
direct financial accounting and administrative functions of Heifer Malawi, a
branch office of a leading international development non-governmental
organization. Duties will include management of accounting transactions,
financial reporting, budgeting, cash flow, banking, grant management,
compliance, and internal control function. This position will work closely with
Headquarters’ Finance team to ensure consistency throughout the organization,
while assisting the Country Director to manage the office’s resources in the
most effective manner. The position will also work closely with other country
offices finance directors and headquarters in providing the same key leadership
in the area working directly with the Africa Director of Finance &
Administration.
RESPONSIBILITIES:
A. Provide key leadership for and direct financial, accounting and
administrative aspects of the country program and regional offices, providing
support to regional offices and acting as a liaison between relevant Heifer
departments.
B. Provide key leadership creating transformative change in the country program
and regional offices and within the organization
C. Develop, implement and/or maintain accounting systems and procedures for the
whole country program and regional offices in accordance with local Generally
Accepted Accounting Principles and in accordance with Heifer accounting
policies and procedures.
D. Develop and maintain accurate and complete financial reporting systems and
procedures and ensure the security of all relevant financial records and
documents
E. Develop and implement internal controls, analysis and procedures for the
efficient use of all the country program and regional office’s assets and
properties, including bank transactions and other treasury functions
F. Prepare, monitor and submit internal and external statutory reports to
Heifer Headquarters, relevant government agencies and/or other applicable
funding institutions
G. Prepare, monitor and submit periodic financial reports to the Country
Director and discuss financial planning and management on a regular basis
H. Coordinate with the Country Director, finance and program teams and project
managers in preparing program and project plans
I. Coordinate with the Country Director, finance and program teams and project
managers in development, monitoring and control of all program and project
budgets; monitoring and control of program and project expenses based on
approved budgets, and in conducting cash flow analysis
J. Coordinate the year-end external audit work of the country program and
regional offices and regional offices and audits of project partners.
K. Actively participate in Heifer’s Internal Review and Planning of other
country program and regional offices and regional offices through internal
reviews/audits and co-mentoring, where appropriate.
L. Supervise finance and accounting staff, both in the Heifer country program
and projects, and assist with their professional growth
M. Provide support to other country program and regional offices and project
partners through training and field monitoring
N. Participate as an active member of the country office senior management team
as well as on area matters related to finance and accounting
O. Seek continued growth in the knowledge of Heifer International programs and
issues of hunger and poverty
P. Perform other job-related duties as requested
MINIMUM
REQUIREMENTS:
Master’s degree in Accounting, finance, Business Administration or related
field, plus five (5) years’ experience, including a minimum of three (3) years
in a supervisory capacity. Other job-related education and/or experience may be
substituted for all or part of these requirements.
PREFERRED
REQUIREMENTS:
a) Experience in financial
management in senior position level.
b) Experience in
large grant management and reporting through bilateral and multilateral donors,
e.g.: United States Agency for International Development, European Union,
Department for International Development (United Kingdom), Canadian
International Development Agency.
c) Have an Accounting Certification/License i.e. CPA, ACCA, CIMA, etc.
MOST
CRITICAL PROFICIENCIES:
a) Rich knowledge of accounting principles with strong understanding of
Generally Accepted Accounting Principles and International Financial Reporting
Standards.
b) Ability to research, interpret and ensure compliance with local accounting
standards and reporting requirements.
c) Knowledge of the non-profit sector and the context to which non-profit
organizations operate.
d) Experience in planning and generating ideas for improvement of the
accounting function.
e) Strong budget development, management and monitoring capacity.
f) Strong organizational skills and office management experience.
g) Proficient in English, both oral and written.
h) Computer proficient in word processing, spreadsheets, presentation tools,
electronic mail software, and knowledge of accounting software (Microsoft
Office Suite preferred).
i) Excellent organizational skills including strong attention to detail.
j) Excellent leadership qualities and communication skills.

j) Ability to lift and carry up to 30 pounds (14 kilograms) floor to waist if
able.
k) Ability and willingness to work with a flexible schedule.
l) Willingness and ability to travel extensively, both locally and
internationally.
m) Working with sensitive information and maintaining confidentiality.
