Function:

The Finance and
Administrative Manager will work with the Director of Finance and
Administration in accounting, financial, and administrative functions for the
East Africa Dairy Development-II (EADD-II) project in Uganda by maintaining
accounting records and providing adequate accounting information and ensures
the same is maintained in accordance with the laid down policies and procedures
of the organization an

d in accordance with international accounting standards.

Responsibilities:

  1. Manage
    all project finances and preparation of the financial reports.
  2. Handle
    budgeting for EADD-II Uganda office and field offices, including partner
    budgets and expenses.
  3. Work
    with the Director of Finance and Administration at headquarters in proper
    maintenance of accounting system and posting of transactions on daily
    basis.
  4. Prepare
    cash flow projections.
  5. Monitor
    and reconcile bank accounts and withdrawal of cash for field disbursement.
  6. Prepare
    and review management reports with the relevant program managers.
  7. Ensure
    proper tax computation and submission; monitor tax exemption procedures
    and verification of supplier invoices prior to payment.
  8. Facilitate
    the procurement process in the procurement committee.
  9. Maintain
    staff imprest accounts.
  10. Train
    project partners on financial management and logistics during field
    visits.
  11. Prepare
    and monitor accounting for annual audit or audits organized by the donors.
  12. Assist
    in the preparation of financial reports and documentation as and when
    required by Heifer International and/or EADD-II according to the
    respective donor standards.
  13. Play a
    supportive role in the annual EADD-II budgeting process for other EADD-II
    countries in East Africa.
  14. Prepare
    financial reports and documentation if required for EADD-II annual closure
    and audit purposes.
  15. Collect
    and facilitate review of special reports for internal control.
  16. Recruit,
    hire and supervise local staff in accordance to Heifer personnel policies
    and local laws.
  17. Ensure
    the maintenance of an accurate and up-to-date fixed asset registers.
  18. May
    perform other job-related duties as assigned.

Minimum
Requirements:

  • Bachelor’s
    degree in accounting or related field plus five (5) years of related
    experience.
  • At
    least two (2) years in a supervisory or leadership capacity.

Preferred
Requirements:

  • Certified
    Public Accountant or recognition from Association of Chartered Certified
    Accountants.

Most
Critical Proficiencies:

  • Rich
    knowledge of accounting principles and practices.
  • Knowledge
    of budget preparation and monitoring.
  • Knowledge
    of the non-profit sector with awareness of the context in which non-profit
    organizations operate.
  • Computer
    proficient in word processing, spreadsheets, presentation tools,
    electronic mail software (Microsoft Office Suite), and knowledge of
    accounting software.
  • Ability
    to determine proper accounting treatment of transactions.
  • Excellent
    organizational skills including strong attention to detail.
  • Proficient
    in English and Swahili, both spoken and written.

  • Working
    with sensitive information and maintaining confidentiality.
