Introduction
The
USAID/Higa Ubeho program is a five-year USAID/PEPFAR- funded program with the
goal to increase the use of health and related social support services among
the most vulnerable. The program provides holistic support for vulnerable
families through a wide range of services including economic strengthening
services for youth to enroll for vocational and technical education training.
The program has so far supported a total of about 7,000 students to join TVET.

change attitude towards vocational training, Global Communities, through Higa
Ubeho Program, commissioned a three-month media awareness campaign (October –
December 2013) for the youth to understand the benefits of having vocational
skills. The campaign involved media messages on radio, television, newspapers
and billboards positioning the benefits of vocational education.

Consultancy Background
A consultant is needed to
conduct an assessment of the impact of this TVET Communication Campaign on the
youth and community. The assessment will be conducted countrywide, around
areas targeted by the campaign.

Consultancy Deliverables
The consultant(s) will:
- Develop
and present a proposal detailing the methodology of how the assessment
will be conducted - Carry
out the actual assessment. - Develop
and present a preliminary and final reports on the findings. - File
soft and hand copies of the findings.
Duration of the Assignment
The consultant will complete
all of the above deliverables in one month, with the Communications and Outreach
Manager as the point of contact at Global Communities.

Desired qualifications
- Proven
track record of successful research consultancy work in education and
youth related fields. - Experience
working with international organizations.
