About Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH or GIZ in short (German Corporation for International Cooperation GmbH) is a German development agency headquartered in Bonn and Eschborn that provides services in the field of international development cooperation. GIZ mainly implements technical cooperation projects of the Federal Ministry for Economic Cooperation and Development (BMZ), its main commissioning party, although it also works with the private sector and other national and supranational government organizations (but usually not with non-governmental organizations) on a public benefit basis. In its activities GIZ seeks to follow the paradigm of sustainable development, which aims at economic development through social inclusion and environmental protection. GIZ offers consulting and capacity building services in a wide range of areas, including management consulting, rural development, sustainable infrastructure, security and peace-building, social development, governance and democracy, environment and climate change, and economic development and employment.
GIZ was established on January 1, 2011, through the merger of three German international development organizations: the Deutscher Entwicklungsdienst (DED), the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ), and Internationale Weiterbildung und Entwicklung (InWEnt). GIZ is one of the world’s largest development agencies, with a business volume in excess of €2.4 billion in 2016 as well as 19,506 employees spread over more than 120 countries. Additionally, in cooperation with the German Federal Employment Agency, GIZ operates the Centre for International Migration and Development (CIM), an agency specialized on international cooperation activities related to global labor mobility.
About the Job
In the past years Rwanda has achieved particular successes in its economic development. The Doing Business Report of the World Bank has placed Rwanda in the top ranks in Africa for years. The ‘Economy and Employment Promotion in Rwanda’ (Eco-Emploi) programme of the German Development Cooperation promotes sustainable employment in Rwanda through the integrated employment approach. It aims to strengthen the competitiveness of the private sector, establish an efficient vocational training system geared to the labour market and create structures to improve the integration of young adults into the labour market. Furthermore, the development and implementation of demand-oriented services, especially for the organised private sector, contribute to strengthening the competitiveness of enterprises. The Program Eco-Emploi focuses interventions on selected economic sectors, among them the Rwandan wood sector.
Your tasks
- Supporting the Integrated Polytechnic Regional College Kitabi to develop a structured cooperation with Rwanda Wood Value Chain Association and to support the College to set up a Wood Innovation Center
- Supporting the College in designing and implementing demand-oriented further training programmes for skills-upgrading of operators along the wood value chain (with a special focus on in-company trainers/supervisors)
- Advising the coordination of training of the above stakeholders
- On-the job coaching of the College trainers, and workers along the wood value chain (complementing further trainings/Training of Trainers)
- Supporting the College to ensure the business and technical plans are developed with clear implementation plan and advising it in research and product development
- Delivery advisory services to companies partnering with the College in improving workshop management processes
- Accompanying the set-up/adjustment of workshop management processes for effective, energy- and other resource-efficiency and safe production as well as maintaining existing machinery
- Helping the College to find the potential new partners in forestry engineering and wood technology further advising the College team on sources of funding and to develop funding proposals
Requirement/Eligibility
- University Degree in the area of Forestry Engineering and Wood Technology or equivalent
- Many years of work experience in wood manufacturing supervisory, or any equivalent qualification demonstrating key responsibilities of this position
- In-depth knowledge of wood processing business including equipment, maintenance, processes, products and performance management as well as a thorough knowledge of health and safety management in wood processing plants and woodworking workshops
- Advanced knowledge in organisational development, including coaching, product development, communication and management as well as a professional international experience in capacity development; Experience in working with actors along a wood value chain, private sector association and/or wood processing educational institutions is an advantage
- Strong problem solving and organisational skills, strong analytical and synthesis abilities as well as creativity, resourcefulness, self-reliance, result/detail orientation and flexibility in responding changing conditions
- Excellent interpersonal and communication skills and ability to work effectively in a highly interactive team environment, excellent negotiation skills and inter-cultural sensitivity
- Computer proficiency, particularly in Microsoft Office, CAD and CAM
- Good English language skills, French language skills are an asset

Location information
The security situation is tense. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. A contact person for security risk management is appointed at the local GIZ office. The freedom of movement is restricted. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment. We kindly ask you to inform yourself which forms of relationships are legally and socially accepted in the country of deployment.
Additional information:
- The position is based in Kitabi, along the northern borders of the Nyungwe National Park, at 2,300 meters above sea level. As Kitabi is a small town, there is also the option of living in Huye, the second biggest city in Rwanda, 60 km east of Kitabi and 120 km south of Kigali (2 ½ hours on good road). Several other Development Advisors from different programs are based in Huye
- Climate in Kitabi and Huye: Due to the altitude, the climate is mild despite the proximity to the equator
- Health care in Kitabi: There is a health centre 5 minutes’ drive from the partner organisation in Kitabi. The nearest hospital is in Kigeme Town (30 minutes) or in Huye (1 hour). In Huye good health care facilities and hospitals are available
- Shopping facilities: There are basic local shopping facilities in Kitabi and supermarkets with international products in Huye
- School situation: The closest adequate schooling options are in Huye
- Recreation in Kitabi: In close proximity to Nyungwe National Park, one of the oldest rain forests in Africa, offers many opportunities for hiking, biking, bird watching etc. There are international tea plantations. The lifestyle in Kitabi is quiet but pleasant, with opportunities for contacts to locals and getting to know rural life in Rwanda. In Huye there are two swimming pools, gyms with modest equipment in various hotels
- Others: 3G internet, power and water provision is mostly stable, power shortages are rare
