- Managing
the areas of Agricultural Climate Risk Management Approaches (prevention
and mitigation measures) as well as agricultural insurance in the context
of droughts and/ or floods that form part of the program objectives and
outputs (I), (II) and (III), team agreements and/or agreements with the
superior - Assisting
programme initiatives to provide professional advisory services to and
cooperate with a broad range of program partners - Assuring
a gender-sensitive implementation of the programme activities - Innovation
and knowledge management The advisor performs the following tasks

- Assists
and monitors the development and implementation of program plans and
activities in close consultation with his/her superior, partners and
counterparts on national as well as sub-national levels - Contributes
to preparing and implementing the coordination process, joint programme
activities and work at the national and sub-national levels - Deals
with the design, preparation and implementation of workshops, seminars and
other events on issues connected with the programme’s area of activity - Develops
and organises quality assurance measures and suggests necessary changes,
improvements and initiatives

- Supports
cooperation, regular contact and dialogue with partners, assists with PR
work and cooperates with national and local government institutions,
communities, relevant organisations, non-governmental agencies and
individuals in the programme environment and with other programmes to
improve and maintain good working relationships - Communicates
local interests and efforts, for wards these and encourages sharing ideas
and information for the benefit of the programme
Knowledge

- Ensures
knowledge transfer to programme information - Develops
ready-to-use strategies and technical concepts, including guidelines,
manuals and procedures - Draws
up reports and presentation documents - Prepares
appropriate input for various programme reports including annual re ports,
and contributes to the other reports required by the - programme
manager and GIZ Head Office - Assists
with research activities and studies on political issues which benefit
joint programmes
Coordination

- Assists
with general programme planning and develops project concepts including
preparation, organisation and moderation of planning exercises and their
implementation, management, monitoring, quality management, evaluation,
communication and documentation - Coordinates
relevant programme activities at local level in consultation with the
manager and in cooperation with the partners, both as regards
implementation and preparing organisational aspects - Handles
order management on behalf of GIZ (e.g. offer preparation, impact
monitoring, programme progress review, reporting) - Assisting
the programme bureau in other tasks to be discussed in the individual case
Required
Skills or Experience
Skills or Experience
Masters/MSc
in the areas relevant for Agricultural Finance, Agricultural Production, which
are related to the program objective, with a focus on drought/flood risks
At least 5 years’ professional experience in the area of financing agricultural
production
Profound experience in the area of prevention and mitigation of climate change
related weather risks
Profound experience in the area of agricultural insurance – especially in
market analysis, product design, product testing and development of operational
guidelines
Work experience on national and sub-national coordination mechanisms in Ghana
to deal with climate change, disaster prevention and/or disaster mitigation
Experience in conducting social and scientific studies and analyses
Profound expertise in the management of national and international external
experts/ consulting companies
Other knowledge, additional competences
Very good working knowledge of ICT technologies (related software, phone, fax,
email, the internet) and computer applications (e.g. MS Office)
Fluent in written and oral knowledge of the European language widely used in
the country
working knowledge of German is a strong asset
Willingness to develop skills as required by the tasks to be performed –
corresponding measures are agreed with management
Willingness to temporarily relocate the work place to a northern hub in Ghana
(e.g.Tamale)
Willingness to travel frequently within and beyond Ghana
